This constitutional Law establishes political and legal status of the Founder of the world and national unity - the Leader of the nation as founder of the sovereign state of Tajikistan, world and national unity, for the purpose of strengthening of bases of the constitutional system of the Republic of Tajikistan, the state independence, territorial integrity and unity of the Homeland, stability and durability of the state of Tajikistan, strengthening of democracy, ensuring economic, social and cultural progress, protection of historical values of national statehood, creation of worthy living conditions and free development for each person.

- address the people of Tajikistan, state bodies and official, to persons on important issues of the political system, safety of the country, domestic and foreign policy which acceptance in attention is obligatory for state bodies and the state officials;
