Rules on the organization of network of observation and laboratory control of Civil defense of the Republic of Kazakhstan

1. General provisions

1. These rules (further - Rules) determine the organization, the main objectives and procedure for functioning of Network of observation and laboratory control of Civil defense of the Republic of Kazakhstan by the organization of network of observation and laboratory control of Civil defense of the Republic of Kazakhstan (further - SNLK).

2. The network of observation and laboratory control of civil defense is created based on services of observation, control of situation and forecasting and consists from:

services of department on duty and dispatching of authorized body in the field of civil protection;

services of the central and local executive bodies on duty;

services of potentially dangerous objects on duty and dispatching;

the bodies exercising the state control of radiation and nuclear safety;

bodies of the state sanitary and epidemiological surveillance;

the bodies exercising the state control in the field of veterinary science, phytosanitation, quarantine of animals and plants;

services of monitoring of the environment and natural resources, including on hydrometeorology.

3. The network of observation and laboratory control of civil defense is intended for timely detection and indication of radioactive, chemical, biological infection (pollution) of drinking water, food and fodder raw materials, food, the environment (air, the soil, water, vegetation) in peace and wartime.

4. The common directorship and coordination of actions of network of observation and laboratory control of civil defense is performed by department of authorized body in the field of civil protection.

5. Direct management of subordinated organizations and organizations, being part of network of observation and laboratory control of civil defense, the industry ministries and departments perform.

6. Participation in urgent emergency recovery operations on object and the territory, injured emergency situations, is not included into competence SNLK.

2. Structure of observation and laboratory control

7. Observation and laboratory control will be organized and carried out for the purpose of:

timely detection and indication of radioactive, chemical, biological (bacteriological) infection (pollution) of drinking water, food and fodder raw materials, food, the environment (air, the soil, water, vegetation) radioactive materials (further - RV), toxic agents (further - OV), strong toxic agents (further - SDYaV) and biological (bacteriological) agents (further - BA) in case of emergency situations peace and wartime;

emergency informing governing bodies of civil protection and population on the place, time and scale of infection (pollution) of RV, OV, SDYaV, BA, and also taking measures to protection of the population.

8. The structure of SNLK is given in appendix 1 to these rules.

9. The list of the research establishments of the Republic of Kazakhstan entering into structure of SNLK is given in appendix 2 to these rules.
