Regulations on system of counteraction to violations of procedure for traffic transmission on networks of telecommunication

Chapter 1. General provisions

1. This Provision determines procedure for functioning of system of counteraction to violations of procedure for traffic transmission on networks of telecommunication (further - system), including:

the list of the information resources which are integral part of system, procedure for their creation, maintaining and use;

procedure for creation and implementation of complex of technical counteraction, and also integration into this complex of program technical means, information networks, systems and resources of operators of telecommunication (except for operators of telecommunication who render services only in distribution of programs of television broadcasting and (or) broadcasting) (further - operators of telecommunication), other state bodies and the organizations necessary for warning, identification and suppression of violations of procedure for traffic transmission;

essential terms of the contract about rendering paid services in access to complex of technical counteraction and to use of its functionality;

procedure for information exchange of subjects of system when implementing activities for warning, identification and suppression of violations of procedure for traffic transmission, their right and obligation;

bases, procedure and conditions of suspension of rendering services of telecommunication, blocking of traffic transmission of telephony on the IP protocol for counteraction to violations of procedure for traffic transmission.
