Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of the relations in the field of metrological activities.

Article 2. Legislation on metrology

The legislation on metrology consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are provided in the legislation of the Republic of Uzbekistan on metrology then are applied rules of the international treaty.

Article 3. Basic concepts

In this Law the following basic concepts are applied:

metrological activities - the activities connected with ensuring unity of measurements, methods and measuring instruments, and also methods of achievement of required accuracy;

metrological traceability - property of result of measurement according to which the result can be correlated to standard through documentary indissoluble chain of calibrations;

metrological examination - complex of organization-legal assessment works and to the analysis of correctness and completeness of application of the metrological requirements connected with ensuring unity of measurements;

means of testing - the technical device, substance and (or) material with the normalized technical characteristics intended for carrying out testing;

standard sample - measuring instrument in the form of sample of substance (material) with the values of one established as a result of metrological certification or more than sizes characterizing structure or property of this substance (material);

standard - the measuring instrument intended for reproduction and storage of certain unit of size for the purpose of transfer of its size to other measuring instruments;

indicator of accuracy of measurements - the established characteristic of accuracy of the result of measurements received in case of observance of regulations and rules of the applied measurement technique;

technique of accomplishment of measurements - set of the transactions and rules providing accomplishment of measurements and receipt of their results with the established accuracy indicators;

measuring instrument - the technical tool used for measurements and having the normalized metrological properties;

calibration of measuring instruments - set of the transactions which are carried out for the purpose of establishment of metrological characteristics of measuring instruments by determination in the set ratio conditions between the value of size received by means of measuring instrument and the corresponding value of size reproduced by standard;

checking of measuring instruments - set of the transactions which are carried out for the purpose of determination and confirmation of conformity of measuring instruments to the established metrological requirements;

unity of measurements - the condition of measurements in case of which their results are expressed in legalized units and indicators of accuracy of measurements are in the established borders with the set probability.

Article 4. The main objectives in the field of metrological activities

The main objectives in the field of metrological activities are:

ensuring unity of measurements in the Republic of Uzbekistan;

prevention of doubtful results of measurements;

requirements satisfaction in objective, reliable and comparable results of measurements;

ensuring metrological traceability of results of measurements to national and (or) international standards;

assistance to development of economy and to scientific and technical progress of the Republic of Uzbekistan.

Article 5. The basic principles in the field of metrological activities

The basic principles in the field of metrological activities are:

legality;

objectivity of results of metrological control and supervision;

scientific justification;

priority of application of units of measurements of the International System of Units;

unity of management system;

openness and availability of information;

harmonization of national and international requirements for ensuring unity of measurements.

Chapter 2. Regulation in the field of metrological activities

Article 6. The main directions of state policy in the field of metrological activities

The main directions of state policy in the field of metrological activities are:

development of metrological activities on the basis of the international requirements;

creating favorable conditions for investment attraction;

development of scientific research and their integration with work practice;

preparation, retraining and advanced training of personnel in the field of metrological activities;

stimulation of implementation of front lines innovative and information and communication technologies;

implementation of actions for protection against negative consequences of doubtful results of measurements;

ensuring functioning and development of system for ensuring the uniformity of measurements in the Republic of Uzbekistan, its harmonizations with the International System of Units and systems of units of sizes of other countries;

development of international cooperation.

Article 7. Powers of the Cabinet of Ministers of the Republic of Uzbekistan in the field of metrological activities

Cabinet of Ministers of the Republic of Uzbekistan:

provides realization of single state policy in the field of metrological activities;

approves state programs in the field of metrological activities and provides their realization;

within the powers adopts regulatory legal acts in the field of metrological activities;

coordinates activities of bodies of the public and economic board in the field of metrological activities;

establishes names and designations of units of sizes, rules of their writing and application, procedure for metrological control and supervision, procedure for recognition in the Republic of Uzbekistan of results of testing and metrological certification, checking, calibration of the measuring instruments which are carried out outside the Republic of Uzbekistan taking into account international treaties of the Republic of Uzbekistan.

Article 8. Metrological service of the Republic of Uzbekistan

Public administration in the field of metrological activities is exercised by national authority on metrology - the Uzbek agency of standardization, metrology and certification (further - specially authorized state body).

The metrological service of the Republic of Uzbekistan consists of the public metrological service, metrological services of bodies of the public and economic board, and also metrological services of legal entities which are not bodies of the public and economic board.

The public metrological service consists of specially authorized state body and its divisions in the Republic of Karakalpakstan, areas and the city of Tashkent, and also the Uzbek national institute of metrology.
