About approval of the Regulations on procedure for participation of the applicant builder in the Program for construction of available apartment houses according to updated standard projects in the rural zone for 2017 - 2021 on the basis of recommendations of self-government institutions of citizens

In pursuance of the resolution of the President of the Republic of Uzbekistan of October 21, 2016 "About the Program for construction of available apartment houses for updated standard projects in the rural zone for 2017 - 2021", and also for the purpose of increase in level and quality of life of rural population due to expansion of scales of construction of available apartment houses according to updated standard projects, the Cabinet of Ministers decides No. PP-2639:

1. Approve Regulations on procedure for participation of the applicant builder in the Program for construction of available apartment houses according to updated standard projects in the rural zone for 2017 - 2021 on the basis of recommendations of self-government institutions of citizens according to appendix.

2. To impose control of execution of this resolution on the First Deputy Prime Minister, the Minister of Finance of the Republic of Uzbekistan R. S. Azimov and the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.

Regulations on procedure for participation of the applicant builder in the Program for construction of available apartment houses according to updated standard projects in the rural zone for 2017 - 2021 on the basis of recommendations of self-government institutions of citizens

Chapter 1. General provisions

1. This Provision determines procedure for selection and participation of builders for construction of available apartment houses in the rural zone within the Program for construction of available apartment houses for updated standard projects in the rural zone for 2017 - 2021 approved by the resolution of the President of the Republic of Uzbekistan of October 21, 2016 No. PP-2639 (further - the Program), proceeding from social requirements of potential builders for the available apartment houses for the rural zone within the Program determined by self-government institutions of citizens.

2. If conditions of provision of the foreign credits and grants attracted to construction of available apartment houses in the rural zone within the Program establish other rules, than those which are provided by this Provision then are applied the rules established in the relevant regulating documents of the international and foreign financial organizations.

3. In this Provision the following concepts are used:

the families needing housing improvement - the families living together with another or other families in one apartment house (one apartment); large families; mothers (fathers) who are bringing up child(children) in incomplete family; families as a part of which there is disabled person of the first group or the person suffering from heavy type of chronic disease and needing accommodation in the certain room according to the legislation; needy families, and also families which area of housing does not meet social norm of the area of housing, stipulated by the legislation;

the applicant - the citizen of the Republic of Uzbekistan who reached 18-year age needing housing constantly living in the rural zone and submitted the application to self-government institutions of citizens for receipt of the written recommendation for participation in the Program for the purpose of housing improvement;

the applicant - the citizen of the Republic of Uzbekistan who received the written recommendation of self-government institutions of citizens for participation in the Program for the purpose of housing improvement;

the builder - the citizen of the Republic of Uzbekistan who is constantly living in the rural zone, in accordance with the established procedure drew up the order for construction of the available apartment house in the rural zone within the Program on whom the positive decision of the participating commercial bank on provision of mortgage loan for construction of the available apartment house in the rural zone within the Program is made;

engineering company - IK Kishlok kurilish invest LLC, performing under the contract with the builder functions of the customer in case of construction of the available apartment house in the rural zone within the Program;

the participating commercial banks - the commercial banks participating in financing of construction of available apartment houses in the rural zone within the Program;

land array - the parcels of land provided to engineering company for construction of available apartment houses in the rural zone within the Program and objects of social, engineering and production infrastructures based on the master plan developed for the respective settlement;

available apartment houses in the rural zone within the Program - two - three-storyed apartment (2-3-roomed) apartment houses with outdoor constructions and the well-planned yards both the one-storey 2nd and 3-roomed apartment houses placed in densely populated areas on the parcels of land by the 0,02 size of hectare with outdoor constructions;

the written recommendation - the written recommendation issued by self-government institutions of citizens to the applicant for participation in the Program for the purpose of housing improvement.

4. Participation of builders in the Program on the basis of recommendations of self-government institutions of citizens is performed according to the scheme according to appendix No. 1 to this Provision.

Chapter 2. Procedure for selection of applicants and issue of written recommendations to them on the basis of social priority

5. Selection of applicants in case of construction of available apartment houses in the rural zone within the Program is performed by self-government institutions of citizens proceeding from the principle of transparency and reliability of system on primary selection of the families needing housing improvement.

6. The applicant for receipt of the written recommendation represents to self-government institutions of the citizens at the permanent address the statement addressed to the chairman (aksakal) with application of documents confirming the applicant's compliance to the social criteria specified in Item 11 of this provision.

7. The applicant bears responsibility for reliability of the documents submitted to self-government institutions of citizens.

8. Documents are accepted by the authorized person of self-government institutions of citizens according to the inventory which copy with the receipt is handed to the applicant with mark about date of documents acceptance.
