ORDER OF THE MINISTRY OF SOCIAL POLICY OF UKRAINE

About approval of Payment terms of work of employees of the centers for charge and implementation of social payments

(as amended on 18-05-2017)

According to the resolution of the Cabinet of Ministers of Ukraine of September 14, 2016 No. 630 "Questions of compensation of employees of the centers for charge and implementation of social payments", Item 8 of the Regulations on the Ministry of social policy of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of June 17, 2015 No. 423 (with changes), and for the purpose of streamlining of payment terms of work of employees of the centers for charge and implementation of social payments I order:

1. Approve Payment terms of work of employees of the centers for charge and implementation of social payments which are applied.

2. Declare invalid the order of the Ministry of Labour and Social Policy of Ukraine of April 26, 2006 No. 149 "About payment terms of work of employees of the centers for charge and implementation of social payments" (with changes), registered in the Ministry of Justice of Ukraine on May 15, 2006 for No. 554/12428.

3. To department of the salary and working conditions (Tovstenko A. P.) in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

4. This order becomes effective from the date of its official publication.

Payment terms of work of employees of the centers for charge and implementation of social payments

1. The sizes of job grades and coefficients (further - the Centers) are determined by compensation of employees of the centers for charge and implementation of social payments in appendix 1 to these Conditions.

The scheme of job grades of leading employees and specialists of the centers for charge and implementation of social payments is determined in appendix 2 to these Conditions.

The scheme of job grades of technical employees and work centers is determined by charge and implementation of social payments in appendix 3 to these Conditions.

2. Grant the right to heads of the centers within the approved salary fund to establish:

1) official pay rates to workers; official pay rates to deputy managers and deputy managers of structural divisions in sizes, are 5 - 15 percent lower than official pay rates of the corresponding heads determined by the scheme of job grades of leading employees and specialists of the centers for charge and implementation of social payments according to appendix 2 to these Conditions;

2) allowances to workers:

at the rate to 50 percent of official pay rate:

for high achievements in work;

for accomplishment of especially important work (term of its accomplishment);

for complexity, intensity in work.

The extreme size of the specified allowances for one worker shall not exceed 50 percent of official pay rate.

In case of untimely task performance, quality degradation of work, violation of labor discipline the specified allowances are cancelled or decrease;

for honorary titles of Ukraine, the USSR, the federal republics of the USSR: "national" - in the amount of 40 percent, "deserved" - 20 percent of official pay rate (wage rate).

The allowance for honorary title is established to workers if their activities for profile match the available honorary title. Compliance of honorary title of profile of activities of the worker in position is determined by the head of the Center;

for knowledge and use in work of foreign language: one European - 10, one east, Finno-Ugrian or African – 15, two and more languages - 25 percent of official pay rate.

The allowance is not established to workers concerning whom requirements for holding the post provide knowledge of foreign language that is supported by the relevant document;

3) to employees of the centers which positions are specified in appendix 2 to these Conditions, allowances as a percentage to official pay rate for length of service in such sizes: more than 3 years - 10, over 5 years - 15, over 10 years - 20, over 15 years – 25, more than 20 years - 30, over 25 years - 40 percent of official pay rate.

At the same time in length of service for establishment of the allowance the years of service of public service for the periods of work (service) before entry into force of the Law of Ukraine "About public service" of December 10, 2015 No. 889-VIII and the period of work in the Center are set off;

4) surcharges to workers:

at the rate to 50 percent of official pay rate:

for accomplishment of obligations of temporarily absent workers;

for combination of professions (positions);

for expansion of zone of servicing or increase in amount of the performed works.

The specified types of surcharges are not established to heads, their deputies, heads of structural divisions and their deputies;

for work at night - at the rate to 40 percent of the hour tariff charge (official pay rate) for each working hours from 10 o'clock in the evening to 6 o'clock in the morning;

for academic degree:

doctors of science - in extreme size of 25 percent of official pay rate;

the candidate of science - in extreme size of 15 percent of official pay rate.

The specified surcharges are established to workers if their activities for profile match the available academic degree. In the presence at workers of two scientific degrees surcharge is established on one (highest) academic degree.

Compliance of scientific degree to profile of activities of the worker in position is determined by the head of the Center.

The documents certifying availability of scientific degree shall meet standards and requirements, stipulated by the legislation;

for use in work of disinfectants, and also to the workers occupied with cleaning of toilets - in the amount of 10 percent of official (monthly) pay rate;

5) to drivers of vehicles:

allowances for classiness to drivers of the II class - 10 percent, to drivers of the I class - 25 percent of the established tariff charge for worked time;

surcharges for irregular working hours - in the amount of 25 percent of the tariff charge for worked time.

3. Heads of the centers have the right:

To provide 1) to workers financial support, including on improvement, in the amount no more than one official pay rate in year, except financial support on burial;
