About approval of Requirements to aseismic designing and assessment of seismic safety of power units of nuclear power plants
According to articles 22 and 24 of the Law of Ukraine "About use of nuclear energy and radiation safety" and for the purpose of enhancement of regulatory legal acts on regulation of nuclear and radiation safety of nuclear installations I order:
1. Approve Requirements to aseismic designing and assessment of seismic safety of power units of nuclear power plants which are attached.
2. (Stolyarchuk B. V.) to provide to department on safety issues of nuclear installations submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.
3. This order becomes effective from the date of its official publication.
4. I reserve control of execution of this order.

1. These Requirements are developed according to the Laws of Ukraine "About use of nuclear energy and radiation safety", "About allowing activities in the field of use of nuclear energy" taking into account requirements of General provisions of safety of the nuclear power plants approved by Gosatomregulirovaniya's order of November 19, 2007 No. 162, registered in the Ministry of Justice of Ukraine on January 25, 2008 at No. 56/14747 (with changes) (further - General provisions of safety of nuclear power plants), other regulatory legal acts existing in Ukraine and recommendations of International Atomic Energy Agency consider.
2. These requirements are applied:
in case of assessment of seismic danger of the platform to placement of nuclear power plants (further - the platform of nuclear power plants);
when designing aseismic power units of nuclear power plants taking into account certain level of seismicity of the platform of nuclear power plants;
in case of assessment/revaluation of seismic safety of power units of nuclear power plants which are operated.
3. These requirements are obligatory for all legal entities and physical persons which are performing or going to perform the activities connected with placement, design, construction, production, production, acquisition, sale, commissioning, operation and removal from operation of constructions, systems and elements of power units of nuclear power plants.
4. The complex of the actions necessary for reduction in compliance with these requirements of the operating power units of nuclear power plants and other objects to which these requirements extend is developed and affirms the operating organization and is approved with Gosatomregulirovaniya.
5. Requirements to the choice of the platform of nuclear power plants, including taking into account its seismic danger are established by the Requirements for safety to the choice of the platform for placement of nuclear power plant approved by Gosatomregulirovaniya's order of April 7, 2008 No. 68, registered in the Ministry of Justice of Ukraine on May 28, 2008 for No. 467/15158.
6. For the platform of nuclear power plants the seismicity levels corresponding to project earthquake and the maximum settlement earthquake according to which requirements for seismic stability of buildings, constructions, systems and elements of nuclear power plants are provided shall be considered.
7. The project earthquake and the maximum settlement earthquake are characterized by ballnost, and also parameters of seismic impacts: the maximum accelerations, the period and duration of phase of intensive fluctuations, and also enrollment analog or synthesized akselerogramm and the answer ranges with the set attenuation (damping), etc. modeling seismic impacts, characteristic of the platform of nuclear power plants. Requirements to development of characteristics of fluctuations of the soil of the platform of nuclear power plants are provided in Chapter 5 of the Section II of these Requirements.
8. Seismicity of the platform of nuclear power plants and parameters of seismic impacts are determined based on seismological researches taking into account specific geodynamic, seismotectonic, seismological, soil and hydrological conditions of placement of the platform taking into account provisions of the Section II of these Requirements. The operating organization involves the specialized organization (organizations) which (which) has necessary experience and resources for accomplishment of such works, and also powers for approval of their results (have) in accomplishment of the specified researches.
9. Assessment of seismic safety of power units of nuclear power plants is carried out using the determined and probabilistic methods of the analysis. The chosen method shall correspond to modern world practice of assessment of seismic safety of power units of nuclear power plants and consider recommendations of International Atomic Energy Agency.
10. Results of the probabilistic analysis of seismic safety are used as basic data for determination of frequencies of damage of active zone of the reactor and limiting emergency emission.
11. For power units of nuclear power plants, irrespective of seismicity of the platform of nuclear power plants, peak value of acceleration of horizontal component of movement of soil in case of earthquake which corresponds to the maximum settlement earthquake is accepted at least 0, 1g.
12. Designing of power units of nuclear power plants is performed taking into account inventory to the established level of seismicity of the platform. Level of such inventory is determined by the operating organization and approved with Gosatomregulirovaniya.
13. Activities for assessment of seismic safety of power units of nuclear power plant influence ensuring nuclear and radiation safety and are performed by the operating organization according to the procedures approved by it taking into account requirements of the legislation in the field of use of nuclear energy.
14. Assessment of seismic safety includes the planned and systematic actions necessary for providing capability of designs, systems and elements of nuclear power plant to perform the functions according to the project in time and after earthquake.
15. These requirements can be applied as referral to other nuclear installations, namely: facilities for production of nuclear fuel; nuclear reactors which contain critical and subcritical assemblies; research reactors; companies and installations for enrichment and nuclear fuel reprocessing; storages of the fulfilled nuclear fuel and means of transportation of nuclear fuel.
16. In these Requirements terms are used in the following values:
akselerogramma - dependence of acceleration of fluctuations on time;
akselerogramma analog - the akselerogramma registered in case of real earthquake and accepted for reasons for seismic stability taking into account seismotectonic and soil conditions of the platform of nuclear power plants;
akselerogramma of earthquake - akselerogramm on the free surface of the soil in case of earthquake for certain direction;
akselerogramma floor - akselerogramma of reaction for elevation marks of construction on which the equipment is installed;
the akselerogramma of reaction - akselerogramm of movement of design, is determined at the rate of forced fluctuations in case of seismic impact in the form of earthquake akselerogramma;
the akselerogramma synthesized - the akselerogramma received in the analytical way on the basis of statistical processing and the analysis of row akselerogramm and (or) ranges of responses (reaction) of real earthquakes taking into account local seismic conditions;
the amplitude-frequency characteristic of design - dependence on the frequency of coefficient of strengthening of fluctuations of control point of design of product concerning fluctuations of its basis in the set mode of fluctuations;
after-shock - repeated seismic push of smaller intensity in comparison with the main seismic impact;
ballnost - intensity of seismic impacts in points of macroseismic scale
free movement of the soil - movement which happens in specific point of the soil in case of earthquake if vibration characteristics of the soil do not influence buildings and constructions;
vnutriplitovy process - tectonic process within tectonic plates of Earth;
the hypocenter - point in Earth in which destruction of integrity of the geological circle begins;
epistemichesky uncertainty - the uncertainty caused by incomplete knowledge of the phenomenon which influences capability to model it;
epicenter - point on the Earth's surface it is direct over the hypocenter of earthquake;
earthquake local - earthquake which epicenter is located near the platform of nuclear power plants (in radius up to 30 km);
earthquake local - earthquake which epicenter is located in radius from 30 to 300 km from the platform of nuclear power plants;
earthquake remote - earthquake which epicenter is located in more than 300 km from the platform of nuclear power plants;
