Cabinet of Ministers of Ukraine decides:

1. Form the Interdepartmental working group on questions of functioning of the oil market and oil products and development of oil-processing industry in structure according to appendix.

2. Approve Regulations on the Interdepartmental working group on questions of functioning of the oil market and oil products and development of oil-processing industry which is applied.

Regulations on the Interdepartmental working group on questions of functioning of the oil market and oil products and development of oil-processing industry

1. The interdepartmental working group on questions of functioning of the oil market and oil products and development of oil-processing industry (further the Interdepartmental working group) is temporary advisory advisory body of the Cabinet of Ministers of Ukraine.

2. The interdepartmental working group in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.

3. The main objectives of the Interdepartmental working group are:

1) determination of ways, mechanisms and methods of the solution of problematic issues of functioning of the oil market and oil products, development of oil-processing industry;

2) assistance to ensuring coordination of actions central and local executive bodies concerning development and implementation of the measures directed to the solution of problematic issues of functioning of the oil market and oil products, development of oil-processing industry;

3) enhancement of regulatory framework concerning stable functioning of the oil market and oil products.

4. Interdepartmental working group according to the tasks assigned to it:

1) is carried out by the analysis of the state of affairs and origins of problems in the course of functioning of the oil market and oil products, the companies of oil processing industry;

2) represents to the Cabinet of Ministers of Ukraine the recommendations developed by results of the work and the offer;

3) participates in project development of regulatory legal acts concerning functioning of the oil market and oil products and development of oil-processing industry.

5. The interdepartmental working group has the right:

To receive 1) in accordance with the established procedure from central and local executive bodies, local government bodies, the companies, organizations and the organizations information necessary for accomplishment of the tasks assigned to it;

2) to recruit in the work representatives central and local executive bodies, local government bodies, the companies, organizations and the organizations (in coordination with their heads), and also independent experts (in coordination);

To submit 3) according to the tasks assigned to it for consideration central and local executive bodies, local government bodies, the companies, organizations and the organizations of the offer on ensuring rapid and effective response to problematic issues of functioning of the oil market and oil products, development of oil-processing industry;

4) to organize holding of conferences, seminars, meetings and other actions.

6. The interdepartmental working group is formed as a part of the chairman, the first deputy chairman, the vice-chairman, the secretary and her members.

The members of the Interdepartmental working group are approved by its chairman who in case of need can make changes to it.

7. Form of work of the Interdepartmental working group are meetings which are held according to the decision of its chairman.

The meeting of the Interdepartmental working group is conducted by its chairman, in case of absence of the chairman - the first deputy chairman, and in case of its absence the vice-chairman.

Preparation of materials for consideration at meetings of the Interdepartmental working group is provided by her secretary.

8. The meeting of the Interdepartmental working group is competent if at it there are more than a half of her members.

9. The agenda of meeting of the Interdepartmental working group is created according to proposals of her members and approved by the chairman of group.

10. The interdepartmental working group at the meetings develops offers and recommendations about the questions which are within its competence.

Offers and recommendations of the Interdepartmental working group are considered approved if most of the members who are present at meeting voted for them. In case of equal distribution of voices the chairman's voice at meeting is decisive.

The minutes of the Interdepartmental working group are signed presiding over its meeting and the secretary and go to all members of the Interdepartmental working group and the Cabinet of Ministers of Ukraine.
