1. Approve Regulations on the industry Public Records Office of materials of hydrometeorological observations of Public service of Ukraine on emergency situations which are applied.

2. Declare invalid the order of the State committee of archives of Ukraine and the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash against August 9, 2007 No. 121/545 "About approval of the Regulations on the industry Public Records Office of the Public hydrometeorological service of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash", registered in the Ministry of Justice of Ukraine on September 11, 2007 for No. 1057/14324.

3. To strategic development department of judicial authorities of the Ministry of Justice of Ukraine (Kozlovskaya N. A.) submit this order on state registration according to the Presidential decree of Ukraine of October 3, 1992 to No. 493 "About state registration of regulatory legal acts of the ministries and other executive bodies".

4. This order becomes effective from the date of its official publication.

Regulations on the industry Public Records Office of materials of hydrometeorological observations of Public service of Ukraine on emergency situations

1. The industry Public Records Office of materials of hydrometeorological observations of Public service of Ukraine on emergency situations (further Archive) is created according to the resolution of the Cabinet of Ministers of Ukraine of October 28, 2015 No. 862 "About creation of the industry Public Records Office of materials of hydrometeorological observations of Public service on emergency situations".

2. The archive is structural division of the Central geophysical observatory (further - TsGO) Public service of Ukraine on emergency situations (further - GSChS), exercises the control, methodical and information activities in the field of archiving concerning the state accounting, storage of materials of hydrometeorological observations of results of tool and visual hydrometeorological observations, basic observations of pollution of the surrounding environment processed and analyzed by the established techniques and brought on paper or technical data carriers (further - profile documents), at the companies, in the organizations and the organizations relating to the sphere of management of GSChS (further - the hydrometeorological organizations), at the companies, in organizations and the organizations of other industries and fields of activity, irrespective of patterns of ownership, and also at the physical persons performing hydrometeorological activities.

3. The archive is created, will be reorganized and liquidated according to the decision of the Cabinet of Ministers of Ukraine.

8. The archive stores:

materials of observations on meteorology, agricultural meteorology, aerology, hydrology (surface water of sushi), sea hydrometeorology, the weather forecaster, heliophysical indicators, in particular aktinometrichesky, heatbalance sheet, ozonometric, these observations of atmospheric electricity, chemical and radioactive environmental pollution, namely: atmospheric air and rainfall, surface and sea water, the soil, other parameters of state of environment in Ukraine and in other countries according to international treaties;

9. The main objectives of Archive are:

3) rendering the methodical help to the hydrometeorological organizations, companies, organizations and organizations of other industries and fields of activity, irrespective of patterns of ownership, being in zone of completing of archive, concerning the organization of work with profile documents and control of observance of requirements of the legislation on NAF and archive organizations by them;

4) organization in accordance with the established procedure uses of archive documents;

5) implementation of modern achievements of science, equipment, information technologies, best practices in practical work.

10. The archive according to the tasks assigned to it and within the powers provides:

1) storage, protection, restoration, preservation of profile documents NAF with different material data carriers;

2) creation of insurance copies and copies of fund of use of the documents which are stored in Archive and profile unique documents, irrespective of their storage location and patterns of ownership;
