Some questions of financing of programs and projects of regional development

The Cabinet of Ministers of Ukraine decides:

1. Assign to the Ministry of development of communities and territories of power of accomplishment of the tasks determined by the Agreement on financing of the Program of support of sectoral policy - Support of regional policy of Ukraine.

2. According to part six of Article 23 of the Budget code of Ukraine to transfer the budget settings provided in 2016 in special fund of the government budget to the Ministry of Finance according to the program 3511650 "Program implementation of the help of the European Union" in the amount of 652 500 thousand hryvnias received from the European Union within agreement performance about financing of the Program of support of sectoral policy - Support of regional policy of Ukraine, to the Ministry of development of communities and territories for implementation of actions for support of realization of reforms in the sphere of regional development and assistance of decentralization of the power.

To perform transfer of budget settings within the means which arrived from the European Union in special fund of the government budget.

3. Approve enclosed:

Procedure for use of the means provided in the government budget for support of regional policy;

Procedure for carrying out competitive selection of projects of regional development which can be implemented at the expense of the means of the government budget received from the European Union.

4. Provide:

1) to the Ministry of development of communities and territories - coordination of transfer of budget settings, the stipulated in Item 2 presents of the resolution, with Committee of the Verkhovna Rada of Ukraine concerning the budget;

2) after the specified coordination:

To the Ministry of Finance - determination of the budget program and entering of corresponding changes into list of the government budget;

To the public treasurer service - transfer to the Ministry of development of communities and territories of budgetary funds according to the transferred budget settings.

Procedure for use of the means provided in the government budget for support of regional policy

1. This Procedure determines the mechanism of use of the means provided in special fund of the government budget received from the EU within agreement performance about financing of the Program of support of sectoral policy - Support of regional policy of Ukraine (further - budgetary funds).

2. The main manager of budgetary funds and the executive in charge of the budget program is the Ministry of Infrastructure.

3. Budgetary funds are used for implementation of actions for support of realization of reforms in the sphere of regional development and to assistance of decentralization of the power according to tasks of the State strategy of regional development for the period till 2020 approved by the resolution of the Cabinet of Ministers of Ukraine of August 6, 2014 No. 385 (The Official Bulletin of Ukraine, 2014, No. 70, the Art. 1966), the actions plan for 2018-2020 on realization of the State strategy of regional development for the period till 2020 approved by the resolution of the Cabinet of Ministers of Ukraine of September 12, 2018 No. 733 "Some questions of realization in 2018-2020 of the State strategy of regional development for the period till 2020" the State strategy of regional development for 2021-2027 approved by the resolution of the Cabinet of Ministers of Ukraine of August 5, 2020 No. 695 (The Official Bulletin of Ukraine, 2020, No. 67, the Art. 2155), and the programs of regional development approved by the resolution of the Cabinet of Ministers of Ukraine of September 12, 2018 No. 733, namely for:

1) project implementations of regional development (including the project implementations aimed at the development of infrastructure of the integrated territorial communities, production of the project documentation in construction objects, accomplishment of actions for informatization), the projects of regional development selected according to Procedure for carrying out competitive selection which can be implemented at the expense of the budgetary funds received from the European Union;

2) repayments of the accounts payable registered in bodies of Treasury, which arose for last years according to the budget program determined by Item of 1 this Procedure, which is carried out in the procedure established by the legislation;

3) development and enhancement of technique and procedure for calculation of index of competitiveness of regions according to standards of the EU and index of regional human development and calculation of their forecast values for the period till 2020;

4) accomplishment of actions for informatization of monitoring of development of administrative and territorial units;

5) No. 955 Is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 01.12.2017;

5-1) increase in efficiency of forming and realization of the state regional policy;

5-2) ensuring participation of representatives of Ukraine in the actions, committees and other working bodies formed within strategy implementation of the European Union for the Danube region;

5-3) providing the organization and holding actions within presidency of Ukraine in the Strategy of the European Union for the Danube region;

6) enhancement of monitoring system and assessment of regional policy according to the tasks determined by the Agreement on financing of the Program of support of sectoral policy - Support of regional policy of Ukraine;

7) forming of the salary fund of government employees according to article 50 of the Law of Ukraine "About public service".

8) payments (compensation) of the expenses connected with involvement of experts (evaluating the projects of regional development provided by applicants for carrying out competitive selection of projects of regional development which can be implemented at the expense of the budgetary funds received by the company, organization or the organization relating to the sphere of management of the Ministry of Infrastructure);

9) providing bilateral cooperation of Ukraine with foreign states, information and organizational support of participation of Ukraine in meetings of the intergovernmental commissions and the working groups on questions of cross-border, interregional and frontier cooperation;

10) project implementations, actions for recovery and overcoming consequences of the armed aggression of the Russian Federation directed to implementation against Ukraine.
