Rules of development of the National report on state of environment and about use of natural resources of the Republic of Kazakhstan

1. General provisions

1. These rules of development of the National report on state of environment and about use of natural resources of the Republic of Kazakhstan (further - Rules) are developed according to the subitem 7) of article 16 of the Ecological code of the Republic of Kazakhstan of January 9, 2007 (further - the Ecological code) and determine procedure for development of the National report on state of environment and about use of natural resources of the Republic of Kazakhstan (further - the National report).

2. The national report is developed for the purpose of annual informing the population on the actual ecological situation in the territory of the Republic of Kazakhstan and the measures taken on its improvement.

3. Development of the National report will be organized by authorized body in the field of environmental protection (further - authorized body).

4. The national report is part of the State fund of ecological information.

The national report is based on the analysis of quality and quantity characteristics of the environment and natural resources, anthropogenous impact, state policy, statistical, expert, scientific and other information, reflects the level of development of the ecological sphere and allied industries, determines environmental problems and possible versions of their decisions.

6. The authorized body annually in January of the year following reporting sends inquiries to the central state bodies and local executive bodies (further - state bodies) for provision of information for development of the National report.

7. State bodies annually till March 1 of the year following reporting provide information for creation of the National report.

8. The authorized body will organize collection, generalization, information analysis, provided by state bodies, and forming of the draft of the National report including the following data:

1) about high-quality and quantitative characteristics of the environment and natural resources;

2) about anthropogenous impact on the environment, including the main socially significant environmental problems;

3) about ecological situation in regions;

4) on realization of state policy in the field of environmental protection and use of natural resources.

9. After forming of the draft of the National report the authorized body annually till September 1 of the year following reporting sends it for approval in state bodies.

10. State bodies within fifteen calendar days approve the draft of the National report or provide notes and offers.

11. The draft of the National report is sent by authorized body till October 1 of the year following for reporting for repeated approval in state bodies.

12. State bodies approve the modifed draft of the National report within five working days from the date of obtaining on repeated approval.

13. After approval of state bodies the draft of the National report no later than October 25 of the year following reporting is submitted for consideration of the expert group (further - expert group) created under authorized body for expert evaluation which members representatives of the interested state bodies, the scientific organizations and the public can be.

14. By results of consideration by expert group of the draft of the National report the conclusion in any form with recommendations of the publication of the National report is drawn up.

15. The conclusion of expert group to the draft of the National report is submitted within ten working days from the moment of its revenues to consideration of expert group in the Kazakh and Russian languages.

16. In case of availability in the conclusion of expert group of notes and project proposals of the National report, the authorized body and state bodies within fifteen working days resolve comments and consider offers of expert project team of the National report.

17. The conclusion of expert group and final version of the National report are published on Internet resource of authorized body in the state and Russian languages annually till December 10 of the year following reporting.
