The Cabinet of Ministers of Ukraine decides:

1. Form Coordinating committee on search and rescue at the sea in structure according to appendix.

2. Approve Regulations on Coordinating committee on search and rescue at the sea which is applied.

Regulations on Coordinating committee on search and rescue at the sea

1. The coordinating committee on search and rescue at the sea (further - Committee) is temporary interdepartmental advisory body of the Cabinet of Ministers of Ukraine.

The committee is created for the purpose of ensuring approval of actions central and local executive bodies, the companies, organizations and the organizations for the questions connected with functioning and development of National system of search and rescue at the sea in the sea search and rescue region of Ukraine.

2. The committee in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.

3. The committee performs the activities in interaction with the interested public authorities and local government bodies, the companies, organizations and the organizations which activities are connected with functioning of National system of search and rescue at the sea in the sea search and rescue region of Ukraine.

4. Main objectives of Committee are:

1) assistance to ensuring coordination of actions of executive bodies on the questions which are within its competence;

2) preparation of offers on ensuring functioning and development of National system of search and rescue at the sea in the sea search and rescue region of Ukraine, in particular on increase in efficiency of activities of executive bodies, enhancement of regulatory framework on appropriate questions;

3) determination of ways, mechanisms and methods of the solution of the problematic issues connected with functioning and development of National system of search and rescue at the sea in the sea search and rescue region of Ukraine.

5. Committee according to the tasks assigned to it:

1) is carried out by the analysis of the state of affairs and origins of problems in the course of functioning and development of National system of search and rescue at the sea in the sea search and rescue region of Ukraine;

2) is carried out by information analysis, received from the executive bodies, the companies, organizations and the organizations involved in search and rescue at the sea;

3) participates in project development of regulatory legal acts on the questions which are within its competence;

4) submits in accordance with the established procedure to the Cabinet of Ministers of Ukraine the recommendations developed by results of the work and the offer.

6. The committee has the right:

To receive 1) in accordance with the established procedure from central and local executive bodies, local government bodies, the companies, organizations and the organizations information necessary for accomplishment of the tasks assigned to it;

2) to recruit in the work representatives central and local executive bodies, local government bodies, the companies, organizations and the organizations (in coordination with their heads), and also independent experts (under approval);

To form 3) in case of need for accomplishment of the tasks assigned to it constants or temporary work groups.

7. The chairman, the vice-chairman, the secretary, representatives of the central executive bodies (in coordination with their heads), and also under approval representatives of the companies, organizations and organizations which activities are connected with functioning of National National system of search and rescue at the sea at the sea are part of Committee. Representatives of local executive bodies and local government bodies who are participants of National National system of search and rescue at the sea at the sea, are invited to committee meetings on which offers and recommendations about the questions which are within their competence are considered.

8. The committee performs the activities according to the annual work plan accepted on committee meeting.

9. The chairman of Committee is the minister of infrastructure.

Chairman of Committee:

will organize work of Committee;

approves staff of Committee;

approves annual work plans of Committee;

reports on results of activities of Committee to the Cabinet of Ministers of Ukraine.

10. Committee meetings are held according to the annual plan, and also in case of need - according to the decision of its chairman. The meeting is held by the chairman of Committee, and in case of its absence - the vice-chairman.

Committee meeting is considered competent if at it there is more than a half of his members.

Members of the committee participate in its meetings without the replacement right. In case of absence on committee meeting on reasonable excuses the member of the committee has the right to express the opinion on questions which are considered, in writing.

At the meetings the Committee develops offers and recommendations about the questions which are within its competence.

11. Preparation of materials for committee meeting is performed by the secretary according to the annual work plan of Committee, and also the previous decisions of Committee with participation of his members.
