priority of precautionary activities for prevention of adverse effect on health of the population of factors of the environment during the planning, placement, design, construction and commissioning of economic objects, processing equipment and devices, automobiles;
increase in sanitary and cultural level of the population;
holding sanitary and anti-epidemic actions as obligatory part of productive and social activity;
compensation by the companies, organizations, organizations, associations irrespective of patterns of ownership, individuals of the damage caused to health of the population and the environment as a result of non-compliance with sanitary standards, hygienic standard rates and not holding sanitary and anti-epidemic actions;
implementation of the state sanitary inspection behind respect for sanitary standards, rules and holding sanitary and hygienic actions.
Sanitary standards, rules and hygienic standard rates are developed by research and other organizations, affirm the Chief state health officer of the Republic of Uzbekistan and are subject to publication in three-months time after their approval.

State bodies, the companies, organizations, the organizations, associations irrespective of patterns of ownership and individuals shall:
respect the sanitary standards approved in accordance with the established procedure, rules and hygienic standard rates;
represent to bodies, organizations, the officials exercising the state sanitary inspection, the reliable and complete information about the happened accidents, sanitary and epidemic, radiation situation.
State bodies, the companies, organizations, the organizations, associations irrespective of patterns of ownership and the individuals developing the specifications and technical documentation shall respect the sanitary standards, rules and hygienic standard rates aimed at providing health protection, sanitary and epidemic wellbeing of the population.
The specified bodies, the companies, organizations, associations and individuals before implementation of the new chemical and biological substances, sources of ionizing radiation and devices containing these sources, perfumery and cosmetic products, materials, engineering procedures, the equipment and other consumer goods shall develop reasonable offers to standard rates on ensuring sanitary and epidemic safety of the population, control methods of their observance, methods of neutralization of harmful products and waste and to submit them for approval to the Chief state health officer of the Republic of Uzbekistan.
Heads of the companies, organizations, organizations, associations irrespective of patterns of ownership and individuals during the designing, construction, reconstruction of objects, modernization of the companies and input them in operation shall respect sanitary standards, rules and hygienic standard rates.
The companies, organizations, the organizations, associations irrespective of patterns of ownership and individuals shall provide operation of processing and other equipment, content of the territory, constructions, production and sanitary and household rooms and workplaces, premises, buildings of child care, treatment-and-prophylactic, educational, cultural, sports and other facilities, and also vehicles in compliance with sanitary standards, rules and hygienic standard rates.
