About creation of National Coordination Council on Sustainable Development of the Azerbaijan Republic

For the purpose of implementation of complex actions in the sphere of fight against poverty in our country which joined the Millennium Declaration "The state program on reducing poverty and economic development in the Azerbaijan Republic for 2003-2005", and also "The state program on reducing poverty and long development in the Azerbaijan Republic for 2008-2015" is prepared, approved and successfully executed. For last years Azerbaijan achieved significant progress on encouragement and providing many tasks on the Millennium development goals, in particular health protection of people, improvements of the environment, elimination of poverty, increase in the education level of the population, gender equality.

Our Republic joined the Sustainable development goals approved for 2016-2030 at the Summit of the Sustainable Development of member countries of the United Nations which is carried out on September 25-27, 2015. Effective objectives and tasks cover economic, social and ecological aspects of sustainable development, are based on the Millennium development goals and determine the following directions of development.

Considering that accomplishment of Sustainable development goals requires integrated approach from the institutional and political point of view, forming in Azerbaijan of the effective national mechanism of execution for development of more steady, versatile and branched economy and ensuring the weighed development of social spheres has special value.

Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, for the purpose of coordination of execution of the tasks assigned on state bodies in connection with the obligations following from "Transformation of our world: The agenda in the field of sustainable development for the period till 2030", I decide:

1. Create National Coordination Council on Sustainable Development of the Azerbaijan Republic in the following structure:

Chairman of the board

Ali Akhmedov is the deputy prime minister of the Azerbaijan Republic

Vice-chairman of Council

Shakhin Mustafayev is the Minister of Economic Affairs of the Azerbaijan Republic

Members of council:

Takhir Budagov is the chairman of the State committee of statistics of the Azerbaijan Republic

Hidzhran Guseynova is the chairman of the State committee of the Azerbaijan Republic on problems of family, women and children

Vagif Aliyev is the First Deputy Minister of Culture and Tourism of the Azerbaijan Republic

Mahmoud Mamedguliyev is the deputy minister of foreign affairs of the Azerbaijan Republic

Elsevar Agayev is the deputy minister of health care of the Azerbaijan Republic

Idris Isaev is the deputy minister of work and social protection of the population of the Azerbaijan Republic

Dzheykhun Bayramov is the deputy minister of formation of the Azerbaijan Republic

Rauf Gadzhiyev is the deputy minister of ecology and natural resources of the Azerbaijan Republic

Intigam Babayev is the deputy minister of youth and sport of the Azerbaijan Republic

Seyfaddin Talybov is the deputy minister of agricultural industry of the Azerbaijan Republic

Togrul Musayev is the deputy minister of justice of the Azerbaijan Republic

Fuad Guseynov is the vice-chairman of the State committee of the Azerbaijan Republic on work with refugees and displaced persons.

2. Determine that:

2.1. main objective of National Coordination Council on Sustainable Development of the Azerbaijan Republic (further - Council) is determination of the national priorities and indicators on them till 2030 representing the importance for Azerbaijan and answering global tasks and the purpose, ensuring compliance of the state programs and strategy covering social and economic spheres in the country, to Sustainable development goals and also preparation of the annual report connected with goal achievement of Sustainable Development;

2.2. Council within the activities can involve local and foreign experts, specialists, the international organizations and the scientific companies, and also to create the working groups on various directions.

3. For the purpose of ensuring work of Council to create the Secretariat and to assign implementation of functions of the Secretariat to the Ministry of Economics of Azerbaijan.

4. Central to both local executive bodies and legal entities whose controlling stock (shares) belongs to the state to provide submission based on the appeal of Council of statistical data for the indicators concerning achievement to Sustainable development goals to the State committee of the Azerbaijan Republic according to the statistics, and the report on the done work in Council in time year.

5. According to the statistics to provide to the state committee of the Azerbaijan Republic processing of statistical data on the indicators established according to Sustainable development goals and their submission to Council of times a year.

6. To council provide representation of times a year to the President of the Azerbaijan Republic of the report on the measures taken for goal achievement of Sustainable Development.

7. To provide to the Ministry of Finance of the Azerbaijan Republic financing of the expenses connected with the organization of activities of the Secretariat created according to part 3 presents of the Decree based on offers of the Ministry of Economics of the Azerbaijan Republic.

8. Central to both local executive bodies and legal entities whose controlling stock (shares) belongs to the state to provide rendering Council to necessary assistance of activities, representation on its request of necessary information and documents.

9. To the Cabinet of Ministers of the Azerbaijan Republic:

9.1. in three-months time to prepare and provide to the President of the Azerbaijan Republic offers on reduction of acts of the President of the Azerbaijan Republic to compliance with this Decree;

9.2. in three-months time to provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in compliance with this Decree and to inform the President of the Azerbaijan Republic;

9.3. keep under control reduction of regulatory legal acts of the central executive bodies in compliance with this Decree and in five-months time to inform on execution of the President of the Azerbaijan Republic.

10. To provide to the Ministry of Justice of the Azerbaijan Republic reduction of regulatory legal acts and acts of normative nature of the central executive bodies in compliance with this Decree and to inform on it the Cabinet of Ministers of the Azerbaijan Republic.
