About procedure customs authorities sanitary and quarantine, veterinary, phytosanitary quarantine control (supervision) of goods and vehicles at the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok and about introduction of amendments to some acts of the Government of the Russian Federation

According to part 2 of article 22 of the Federal law "About the Free Port of Vladivostok" Government of the Russian Federation decides:

1. Approve enclosed:

Rules of implementation by customs authorities sanitary and quarantine, veterinary, phytosanitary quarantine control (supervision) of goods and vehicles at the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok;

changes which are made to acts of the Government of the Russian Federation.

2. To the Ministry of Transport of the Russian Federation provide provision to the Federal Customs Service assigned to organizations subordinated to the Ministry of Transport of the Russian Federation and the ready for operation specially equipped and equipped places (rooms, squares) at the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok for carrying out customs authorities by authorized officers sanitary and quarantine, veterinary, phytosanitary quarantine control (supervision) of goods and vehicles.

3. To provide to the Federal Customs Service, Federal Service for Veterinary and Phytosanitary Surveillance, Federal Service for the Oversight of Consumer Protection and Welfare interdepartmental information exchange with use of electronic means of processing and data transmission for the purpose of application of risk management system when implementing sanitary and quarantine, veterinary, phytosanitary quarantine control (supervision) of goods and vehicles at the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok.

Rules of implementation by customs authorities sanitary and quarantine, veterinary, phytosanitary quarantine control (supervision) of goods and vehicles at the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok

1. These rules establish procedure sanitary and quarantine, veterinary, phytosanitary quarantine control (supervision) of goods and vehicles at the check points through frontier of the Russian Federation located in the territory of the free port of Vladivostok (further - check points), in case of the omission of persons, vehicles, loads, goods and animals through frontier of the Russian Federation.

2. Customs authorities at check points in full perform concerning goods and vehicles:

a) sanitary and quarantine control according to Regulations on procedure of the state sanitary and epidemiological surveillance (control) of persons and vehicles crossing customs border of the Eurasian Economic Union, the controlled products (goods) moved through customs border of the Eurasian Economic Union and on customs area of the Eurasian Economic Union, the approved decision of the Commission of the Customs union of May 28, 2010 with No. 299 "About application of sanitary measures in the Eurasian Economic Union";

b) veterinary supervision according to Regulations on single procedure of veterinary control (supervision) on customs border of the Eurasian Economic Union and on customs area of the Eurasian Economic Union, the approved decision of the Commission of the Customs union of June 18, 2010 No. 317 "About application of veterinary and sanitary measures in the Eurasian Economic Union";

c) phytosanitary quarantine control (supervision) according to the Regulations on procedure of phytosanitary quarantine control (supervision) on customs border of the Eurasian Economic Union approved by the decision of the Commission of the Customs union of June 18, 2010 No. 318 "About providing quarantine of plants in the Eurasian Economic Union".

3. Customs authorities provide the direction of the preliminary information about goods and vehicles, subjects sanitary quarantine, veterinary, to phytosanitary quarantine control (supervision), within 30 minutes after its obtaining in the federal executive bodies authorized on implementation of the specified types of control (supervision) with use of single system of interdepartmental electronic interaction for the analysis and decision making within risk management system.

4. The federal executive bodies authorized on implementation sanitary and quarantine, veterinary, phytosanitary quarantine control (supervision) within one hour after receipt of the preliminary information specified in Item 3 of these rules send to customs authorities with use of single system of interdepartmental electronic interaction analysis results of such information within application of risk management system.

5. By results of consideration of documents and data on the arrived goods, subjects sanitary quarantine, veterinary, to phytosanitary quarantine control (supervision), taking into account the received results of application of risk management system by customs authority the decision according to the right of the Eurasian Economic Union and the legislation of the Russian Federation in the respective sphere is made.

6. Goods inspection, subjects sanitary quarantine, veterinary, to phytosanitary quarantine control (supervision), is carried out at check points once.

Changes which are made to acts of the Government of the Russian Federation

1. Item 2 of Rules of implementation of sanitary and quarantine control at the check points through frontier of the Russian Federation approved by the order of the Government of the Russian Federation of June 29, 2011 No. 500 "About approval of Rules of implementation of sanitary and quarantine control at check points through frontier of the Russian Federation" (Russian Federation Code, 2011, No. 27, Art. 3936), to state in the following edition:

"2. Sanitary and quarantine control is exercised:

a) Federal Service for the Oversight of Consumer Protection and Welfare:

at the check points which are specially equipped and intended for these purposes (further - specialized check points), except for the check points located in the territory of the free port of Vladivostok - concerning the goods included in the Single list of products (goods) which are subject to the state sanitary and epidemiological surveillance (control) on customs border and customs area of the Eurasian Economic Union, approved by the Decision (further respectively - the Single list, controlled goods);
