About enhancement of system of state registration and registration of subjects of entrepreneurship

For the purpose of cardinal enhancement of procedure for state registration and registration of subjects of entrepreneurship, stimulation of active use of contactless forms in their relations with state bodies on the basis of widespread introduction of modern information and communication technologies:

1. Approve the Package of measures for cardinal enhancement of procedure for state registration and registration of subjects of entrepreneurship according to appendix No. 1, providing step-by-step development and deployment of the automated system of state registration and registration of subjects of entrepreneurship (further - System) with ensuring since April 1, 2017 implementation of state registration and registration of subjects of entrepreneurship round the clock through the System on the Internet integrated into the Single portal of interactive state services of the Republic of Uzbekistan (further - the Single portal).

Requirements of this resolution do not extend to state registration of banks and credit bureaus, their branches and representations, and also non-state non-profit organizations which state registration is performed according to the procedure, established by the legislation.

2. Approve new structure of the Republican commission on coordination of implementation of the Comprehensive program of development of National information and communication system of the Republic of Uzbekistan for 2013 - 2020 according to appendix No. 2.

3. The republican commission on coordination of implementation of the Comprehensive program of development of National information and communication system of the Republic of Uzbekistan for 2013 - 2020 (Aripov A. N.):

provide coordination of activities of the ministries, departments, companies, associations, public authorities on places on timely and high-quality accomplishment of actions for development and deployment of the information and communication technologies provided by the Package of measures;

to consider quarterly at the meetings the course of implementation of actions provided by the Package of measures.

4. Assign on:

The ministry of development of information technologies and communications of the Republic of Uzbekistan ensuring constant control behind full and timely technical functioning of System;

officials of the registering and other authorized bodies - the personal responsibility for violation of the procedure established by the legislation and terms of state registration and registration of subjects of entrepreneurship, illegal refusal or evasion of state registration and registration of subjects of entrepreneurship;

The Ministry of Justice of the Republic of Uzbekistan - control of observance of procedure and terms of state registration and registration of subjects of entrepreneurship.

5. Determine that:

officials of state bodies during three working hours from the moment of identification of shortcomings and failures in functioning of System inform on it the Ministry of development of information technologies and communications of the Republic of Uzbekistan;

shortcomings and failures in functioning of System shall be eliminated in time, not exceeding three working days from the moment of their identification.

Recommend to commercial banks, Banking association of Uzbekistan, the organizations rendering electronic payment services, to integrate management system bank accounts through the Internet with the electronic payment systems which are available in the Republic of Uzbekistan, personal office of the user and personal "office of the subject of entrepreneurship" in the Single portal for implementation of electronic payments.

To Central Bank and the Ministry of development of information technologies and communications of the Republic of Uzbekistan to render in accordance with the established procedure assistance to the organizations rendering electronic payment services in realization of the mechanism of calculations through the Internet from the bank accounts opened in banks of the Republic of Uzbekistan.

7. In the resolution of the President of the Republic of Uzbekistan of June 27, 2013 No. PP-1989 "About measures for further development of National information and communication system of the Republic of Uzbekistan":

declare appendix No. 3 invalid;

in appendix No. 4:

in Item 9 of the word "State Committee of Communication, Informatization and Telecommunication Technologies" shall be replaced with words "The ministry of development of information technologies and communications";
