1. Approve the enclosed Method of calculation of rate for collection, export, utilization, conversion and burial of municipal solid waste.

2. Declare invalid the order of the Minister of Energy of the Republic of Kazakhstan of January 15, 2016 No. 10 "About approval of the Method of calculation of rates for collection, export and burial of municipal solid waste" (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 12936, published on February 16, 2016 in information system of law of Ad_let).

3. To provide to department of waste management of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order within ten calendar days after its state registration on official publication in periodic printing editions, information system of law of Ad_let and in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan" for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Method of calculation of rate for collection, export, utilization, conversion and burial of municipal solid waste

1. This Method of calculation of rate for collection, export, utilization, conversion and burial of municipal solid waste (further - the Technique) is developed according to the subitem 29) of article 17 of the Ecological code of the Republic of Kazakhstan of January 9, 2007 and is intended for calculation of rate for collection, export, utilization, conversion and burial of municipal solid waste (further - MSW).

2. Calculation of rate for collection, export, utilization, conversion and burial of MSW is made through cost which reflects the actual costs of the specialized organizations grouped in economic elements and Articles of calculation.

Complete cost of services (C) it is determined as cost amount on performance of works by collection, export, utilization, conversion and burial of MSW, and also all-operating and extra operating expenses.

Cost of calculation unit is determined by division of complete cost into amount/weight of the collected, exported, utilized, processed and buried MSW.

The main indicators of work of the companies for collection and export of MSW are provided in appendix 1 to this Technique.

When calculating standard costs on collection and export of MSW it is reasonable to consider average expenses on 1 flight of the specialized machine.

One flight is understood as the single cumulative motion cycle of the special vehicle which is beginning from the first place of collection of MSW and after detour the specialized machine of platforms along the route established by technology of transportations to full load of the specialized machine, coming to an end with the place of burial of MSW.

Tables for calculation of complete cost of collection, export, utilization, conversion and burial of MSW are provided in appendix 2 to this Technique.

3. Calculation of rate the specialized organizations rendering services in collection, export, utilization, conversion and burial of MSW is calculated separately and is determined by formula:
