About additional measures for activization and expansion of activities of free economic zones

For the purpose of creation of the most favorable conditions for further development in the republic of free economic zones as most important factor of expansion of attraction of direct foreign investments for creation of new high technology productions, more active involvement of regions of the republic in development of production of modern competitive export-oriented finished industrial output, ensuring the accelerated development of production, engineering and communication, road and transport, social infrastructure and services of logistics:

1. Accept the offer of the Ministry of Economics and Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan on standardization of names of the free industrial and economic zone "Navoiy" and the special industrial zones "Angren" and "Jizzakh" with their renaming, respectively, into free economic zones of Navoiy, Angren and Jizzakh.

2. Determine the main directions of further development of activities of free economic zones Navoiy, Angren and Jizzakh (further - free economic zones):

establishment of uniform legal regime for free economic zones, unification of tax and customs privileges, preferences for the purpose of creation for foreign investors of optimum conditions of investment into republic real production sectors;

active attraction of direct investments, first of all foreign, for creation of the modern high-technology and localizing productions providing deep conversion of local mineral raw material resources and release of competitive products with high value added, stimulation of industry specialization of free economic zones and development in them to industrial cooperation;

phased transition to rendering in free economic zones of all types of the state services, including allowing procedures, by the principle "one window";

the advancing development of production, engineering and communication, road and transport and social infrastructure, and also forming of modern infrastructure in rendering high-quality services of logistics;

the organization of preparation in the highest and average special, professional educational institutions of highly qualified specialists, proceeding from the current and perspective demands of free economic zones in profile personnel, having provided passing of work practice by them on the operating plants located in free economic zones.

3. To participants of special economic zones features of application of privileges on separate taxes, and also customs payments according to the procedure, established by the Tax code of the Republic of Uzbekistan and the Law of the Republic of Uzbekistan "About special economic zones are provided.

4. Determine that privileges, the stipulated in Item 3 presents of the Decree, are provided for a period of 3 up to 10 years depending on amount of the brought investments, including in equivalent:

from 300 thousand dollars of the USA to 3 million US dollars - for a period of 3 years;

from 3 million US dollars to 5 million US dollars - for a period of 5 years;

from 5 million US dollars to 10 million US dollars - for a period of 7 years;

To the Ministry of Foreign Economic Relations, Investments and Trades together with the Ministry of Justice of the Republic of Uzbekistan and other interested ministries and departments in two-month time to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this Decree.

10. To impose control of execution of this Decree on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov.
