"About the National program of immunoprevention in the Republic of Tajikistan for 2016 - 2020"

According to article 17 of the Constitutional law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1. Approve the National program of immunoprevention in the Republic of Tajikistan for 2016 - 2020 and the Actions plan on implementation of the National program of immunoprevention in the Republic of Tajikistan for 2016 - 2020 (are applied).

2. To provide to heads of the ministries and departments, chairmen of the Gorno-Badakhshan Autonomous Region, Sughd and Khatlon areas, the city of Dushanbe, cities and areas of republican subordination implementation of the National program of immunoprevention in the Republic of Tajikistan for 2016-2020 within the means which are annually provided in the government budget for health care and to quarterly provide information on the course of its accomplishment to the Ministry of Health and Social Protection of the Republic of Tajikistan.

3. Annually to provide to the Ministry of Health and Social Protection of the Republic of Tajikistan information on the course of accomplishment of the Program in the Government of the Republic of Tajikistan.

The national program of immunoprevention in the Republic of Tajikistan for 2016-2020

1. Introduction

1. The national program of immunoprevention in the Republic of Tajikistan for 2016 - 2020 (further - the Program) is developed according to the 17th articles of the Constitutional law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan" and the orders of the Government of the Republic of Tajikistan of March 4, 2002, No. 94 "About approval of the Concept of reform of health care of the Republic of Tajikistan" and is directed for taking measures to prevention and the fight against infectious diseases prevented by immunization on a national scale.

2. Public institution "Republican center of immunoprevention" is one of the most important components of health care system which purpose is immunization of the population according to their requirements. Public institution "Republican center of immunoprevention" enables program implementation through the structure which consists of six branches (branch of Public institution "Republican center of immunoprevention" in the Gorno-Badakhshan Autonomous Region, branch of Public institution "Republican center of immunoprevention" in the Sughd area, branch of Public institution "Republican center of immunoprevention" in the Kurgan-Tyube area, branch of Public institution "Republican center of immunoprevention" in the Kulob area, branch of Public institution "Republican center of immunoprevention" in Rashtskoi to zone, branch of Public institution "Republican center of immunoprevention" in the city of Dushanbe) and 65 centers of immunoprevention in the cities and areas of the republic. It has national strategic nature and belongs to country population safety issues.

3. In this Program the following terms and reducings are used:

- immunoprevention - method of individual or mass protection of the population from infectious diseases by creation of artificial immunity;

- immunization is process by means of which the person develops immunity against infectious diseases by introduction of vaccine;

- immunizatsionny session - process of carrying out immunization;

- planned immunization - carrying out immunization in compliance of national calendar of immunization;

- the vaccine - represents medical immunobiological supply which is used for development of immunity against infectious diseases;

- dose - certain quantity of vaccine which is used for carrying out immunization;

- the holodovy chain is the system providing necessary storage conditions and transportations of immunobiological medicines from manufacturer to vaccinated;

- elimination - interruption of circulation of local virus or to lower to zero number of cases of certain infectious disease in certain geographical territory;

- immunogene capability - capability of development of immunity against infectious diseases; - verification - official confirmation;

- endemic case - case of infectious disease, confirmed with laboratory data or epidemiologically connected, resulted from endemic transmission of infection;

- endemic transfer - not interrupted transmission of infection in certain geographical territory; epidemiological surveillance - the form of the organization of anti-epidemic actions allowing to establish based on information analysis the reasons and conditions creating incidence for the purpose of development of actions for the prevention, decrease and liquidation of target infections;

- poliomyelitis is acute infectious disease which causative agent are three types of virus of poliomyelitis, and is transmitted from the patient or virus carrier through food, water and communication. To it defeat of nervous system and emergence of paralysis is characteristic;

- diphtheria is sharp especially - the dangerous infectious disease which is characterized by inflammation of throat and airways with formation of fibrous raid in pharynx and the expressed intoxication. High lethality from this disease;

- whooping cough - the acute infectious disease which is characterized by Qatar of the upper airways with the accruing attacks of spasmodic cough;

- tetanus - the acute infectious disease which is characterized by defeat of nervous system and the accruing attacks of tonic and clonic spasms. The disease of tetanus at newborns, as a rule, comes to an end with lethal outcome;

- measles - the acute viral disease which is characterized by fever, Qatar of the upper airways, conjunctivitis, makulo - papular rash. Measles are dangerous by the complications which can bring to lethal outcome;

- rubella - acute infectious disease which is transmitted through virus. Generally it is very dangerous to pregnant women. If the expectant mother is infected with this disease, her newborn child will be born with multiple defects, such as - deafness, blindness and heart diseases. Such triad of symptoms is called - syndrome of congenital rubella;

- tuberculosis - infectious disease, the damage of lungs, bones, nervous system characterizing generally, urinogenital and many other human organs. In the Republic of Tajikistan it is considered one of the most widespread disease;

- hepatitis B - infectious disease in case of which the liver mainly is surprised. The virus is transmitted through injection ways, blood transfusion, removal of teeth, and also sexual way from the sick person or virus carrier to healthy;

- the hemophilic disease like b is infectious disease, the activator is the stick of type £ which generally is the reason of pneumonia and brain cover inflammation;

- the rotavirusny infection - is one of widespread types of children's diarrheal diseases, very dangerously, number which especially increases in summertime. Children up to 2 years and without intensive treatment are ill generally, the lethal outcome can develop;

- pentavalent vaccine - vaccine against diphtheria, whooping cough, tetanus, hemophilic infection like b and hepatitis B;

- pnevmokokkovy vaccine - vaccine which is used against disease of pneumonia which causative agent is the pneumococcus;

- OPV - oral vaccine against poliomyelitis;

- TOPV - trivalent oral vaccine against poliomyelitis;

- BOPV - bivalent oral vaccine against poliomyelitis;

- IPV - the inactivated vaccine against poliomyelitis which is entered by means of injection;

- KK - vaccine against measles and rubella;

- Hepatitis B - vaccine against hepatitis B;

- Hib - vaccine against hemophilic infection of type £;

- AKDS - vaccine against diphtheria, whooping cough and tetanus;

- ADS - vaccine against diphtheria and tetanus;
