The administrative regulations of Federal Registration Service (further - the Federal Registration Service) on provision of the state service in licensing of geodetic and cartographical works of federal appointment which results have nation-wide, cross-industry value (except for the specified types of activity performed during the engineering researches which are carried out for preparation of the project documentation, construction, reconstruction, capital repairs of capital construction projects) (further - Administrative regulations) establish terms and the sequence of ministerial procedures (actions) performed by territorial authorities of the Federal Registration Service, determine order of interaction between territorial authorities of the Federal Registration Service, their structural divisions and officials, and also order of interaction of territorial authorities of the Federal Registration Service with other public authorities, legal entities and physical persons by provision of the state service in licensing of geodetic and cartographical works of federal appointment which results have nation-wide, cross-industry value (except for the specified types of activity performed during the engineering researches which are carried out for preparation of the project documentation, construction, reconstruction, capital repairs of capital construction projects) (further - the state service).

The state service is provided concerning the following geodetic and cartographical works of federal appointment which results have nation-wide, cross-industry value (except for the specified types of activity performed during the engineering researches which are carried out for preparation of the project documentation, construction, reconstruction, capital repairs of capital construction projects) (further - geodetic and cartographical works):

1) determination of parameters of figure of Earth and external gravitational field for this purpose;

2) creation and updating of the state topographic maps and plans in graphical, digital, photographic and other forms, the accuracy and which content is provided by the solution of nation-wide, defensive, research and other tasks, the edition of these cards and plans, topographical monitoring;

3) creation, development and maintenance in working order the state leveling and geodetic networks, including gravimetric fundamental and the first class which density and accuracy provide creation of the state topographic maps and plans, the solution of nation-wide, defensive, research and other tasks;

4) remote sensing of Earth for the purpose of ensuring geodetic and cartographic activities;

5) geodynamic researches based on geodetic and space changes;

6) creation and maintaining geographical information systems of federal and regional appointment;

7) designing, creation and edition of all-geographical, political and administrative, scientific and help and other thematic cards and atlases of cross-industry appointment, education cartographical guidances;

8) carrying out geodetic, cartographical, topographical and hydrographic works for the purpose of ensuring defense and safety of the Russian Federation;

9) geodetic, cartographical, topographical and hydrographic support of delimitation, demarcation and check of passing of the line of Frontier of the Russian Federation, and also delimitation of sea spaces of the Russian Federation;

10) providing with geodetic, cartographic, topographical and hydrographic materials and data on establishment and change of borders of subjects of the Russian Federation, borders of municipalities;

The state service is provided to the legal entities or individual entrepreneurs (further - applicants) who addressed to territorial authority of the Federal Registration Service (further - the licensing body) on the place of state registration of the applicant with the statement for provision of the license for implementation of geodetic and cartographical works (further - license applicants) meeting the licensed requirements imposed to the license applicant, and also the applicants having the license for implementation of geodetic and cartographical works (further - licensees), in cases of its renewal and to the meeting licensed requirements imposed to licensees when implementing geodetic and cartographical works and for receipt of the copy or the duplicate of the license.
