About approval of the State basic program of rehabilitation of persons with limited opportunities of health

For the purpose of further effective coordination and program implementation of rehabilitation of persons with limited opportunities of health, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the State basic program of rehabilitation of persons with limited opportunities of health according to appendix.

2. To the Ministry of Labour and social development of the Kyrgyz Republic to approve methodical instructions about procedure for development, realization and coordination of individual programs of rehabilitation of persons with limited opportunities of health.

3. Recognize invalid:

- the order of the Government of the Kyrgyz Republic "About approval of regulations on the state basic program of rehabilitation of disabled people and about the individual program of rehabilitation of disabled people" of September 7, 1999 No. 486;

- the order of the Government of the Kyrgyz Republic "About modification and recognition voided some decisions of the Government of the Kyrgyz Republic" of July 31, 2001 No. 399;

- the order of the Government of the Kyrgyz Republic "About approval of the State basic program of integration and rehabilitation of disabled people for 2004-2007 and the actions plan on execution of the State basic program of integration and rehabilitation of disabled people for 2004-2007" of August 9, 2004 No. 583.

4. This resolution becomes effective after fifteen days from the date of official publication.

5. To impose control of execution of this resolution on department of social development of Government office of the Kyrgyz Republic.

The state basic program of rehabilitation of persons with limited opportunities of health

1. General provisions

The state basic program of rehabilitation of persons with limited opportunities of health (further - the Program) - the types guaranteed by the state and conditions of provision of rehabilitation services to persons with limited opportunities of health (further - LOVZ) for the fullest integration into society.

2. The purpose of the Program is providing equal opportunities in realization of constitutional rights and freedoms of LOVZ by means of social integration according to their restrictions of activity and functioning.

3. The main directions of rehabilitation of LOVZ within the Program, include:

- medical rehabilitation, including reconstructive surgery, recovery treatment, prosthetics, sanatorium treatment;

- professional orientation, training and education, assistance in employment, production adaptation;

- social resettlement, including social and environmental, social and pedagogical, social and psychological and welfare rehabilitation, social adaptation;

- sports and improving actions, sport.

This directions are basic part of the individual program of rehabilitation of person with limited opportunities of health.

2. Financing of the Program

4. The rehabilitation services rendered to LOVZ within the Program are financed from means:

- republican and local budgets;

- charitable fees and donations;

- other sources, not prohibited by the legislation of the Kyrgyz Republic.

5. Administration of the Program is carried out by authorized state body in the sphere of work and social development (further - authorized state body) and its structural divisions.

6. Rehabilitation services are provided:

- network of the state rehabilitation centers, including research and production;

- departments of recovery treatment in the organizations of health care;

- special educational organizations;

- specialized sanatorium agencies;

- specialized enterprises and organizations on rendering social services LOVZ;

- network of the non-state rehabilitation centers working with assistance of the state and municipal authorities;

- the organizations irrespective of legal forms and patterns of ownership.
