About approval of Aviation rules of medical support of flights of the state aircraft of the Republic of Belarus

Based on articles 6 and 38-1 of the Air code of the Republic of Belarus, Item 1 of the resolution of Council of Ministers of the Republic of Belarus of December 4, 2006 No. 1617 "About some measures for implementation of the Air code of the Republic of Belarus" and subitem 7.4 of Item 7 of the Regulations on the Ministry of Defence of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 7, 2006 No. 719 "Questions of the central bodies of military management of Armed Forces of the Republic of Belarus", the Ministry of Defence of the Republic of Belarus DECIDES:

1. Approve the enclosed Aviation rules of medical support of flights of the state aircraft of the Republic of Belarus.

2. Recognize invalid:

the resolution of the Ministry of Defence of the Republic of Belarus of November 30, 2004 No. 72 "About approval of Aviation rules of medical support of flights of the state aircraft of the Republic of Belarus";

the resolution of the Ministry of Defence of the Republic of Belarus of October 26, 2009 No. 57 "About entering of amendments into the resolution of the Ministry of Defence of the Republic of Belarus of November 30, 2004 No. 72";

subitem 1.3 of Item 1 of the resolution of the Ministry of Defence of the Republic of Belarus of June 20, 2011 No. 35 "About modification and amendments in some resolutions of the Ministry of Defence of the Republic of Belarus".

3. This resolution becomes effective in fifteen working days after its acceptance.

Aviation rules of medical support of flights of the state aircraft of the Republic of Belarus

Section I. Basic provisions

Chapter 1. General provisions

1. In these Aviation rules are determined procedure for medical support of flights of air vehicles of the state aircraft of the Republic of Belarus (further - the state aircraft), and also system of actions for maintenance of high level of professional health, to increase in functional reliability and operability of persons from among aeronautical personnel of the state aircraft.

2. In these Aviation rules the following reducings are applied:

432 GVKMTs - public institution "432 awards of the Red Star the main military clinical medical center of Armed Forces of the Republic of Belarus";

BLA - the unmanned aerial vehicle;

VVK - the military-medical commission;

Air Force and troops of air defense - Air Force and troops of antiaircraft protection;

VKK - the high-rise compensating suit;

VLK - the flight-surgeon commission;

VLEK - flight-surgeon commission of experts;

The runway - landing strip;

AF - the air vehicle;

GRP - group of management of flights;

DOSAAF - republican state public association "Volunteer Society for Cooperation with the Army, Aviation, and Fleet of the Republic of Belarus";

ITS - technical engineer personnel;

KDO - the oxygen and respiratory equipment;

KKO - set of the oxygen equipment;

ARZ MS - health service of open joint stock company "558 Aircraft repair plant";

NAZ - wearable emergency inventory;

NPSK - ground search and rescue crew;

PMU - instrument meteorological conditions;

PPK - g-suit;

PSP - psychological preparation;

PS and PDS - search and rescue and paraborne service;

PSS - psychological maintenance of aviation activities;

PSO - search and rescue flight servicing;

SOE - the speed of sedimentation of erythrocytes;

SPDG - rescue paraborne group;

SEP - statoergometrichesky test;

UMO - profound medical examination;

TsVVK - public institution "Central military-medical commission of Armed Forces of the Republic of Belarus";

The ECG - electrocardiography.

3. For the purposes of these Aviation rules the following terms and their determinations are applied:

aviation unit - the organization or military unit (air base) subordinated to the head of republican state body or DOSAAF in which the state AF is legally available and used for flights;

pressure chamber - the sealed chamber in which air pressure is created lowered (vacuum pressure chamber) or raised (compression pressure chamber);

pressure chamber rise - creation in pressure chamber of reduced pressure of the air corresponding to pressure of atmospheric air (atmospheric pressure) at certain height;

personal factor - set of all inborn and acquired physical and mental properties of the personality which can be delivered in communication with origins, flow pattern and the result of aviation incident;

health service - the medical division, department, the sector or other division, service (the special authorized officer having medical education) intended for medical support of flights in air units;

the intercommission period - the period between the medical surveys which are carried out to VLK (VLEK, VVK);

overfatigue - the organism condition close to pathological, characterized by essential decrease in working capacity and high-quality changes of physiological, biochemical and other indicators;

professional health - capability of organism to keep the necessary compensatory and protection gears providing professional reliability and working capacity in all conditions of professional activity;

psychological readiness - mental condition which is characterized by mobilization of resources of the subject of activities (persons from among flight personnel, persons which are part of GRP);

psychological reliability - probability of accomplishment of tasks of professional activity with necessary quality during the set time and in the set conditions;

psychological preparation - system of the normative and legal, organizational and methodical measures taken for the solution of theoretical and practical tasks of psychophysiological studying, psychological education and preparation, development of psychological professionally important qualities, preserving mental health of persons from among the flight personnel and persons who are part of GRP at all stages of their professional activity;

psychological stability - set of certain qualities and properties of mentality of the person thanks to which the organism keeps capability to adequate and effective life activity under the influence of any adverse factors;

attention reserve - the quantity characteristic of possibility of the person to perceive and process the additional information in the course of the main activities, without reducing its quality;

exhaustion - the normal functional state of the pilot (other person from among aeronautical personnel) arising in the course of professional activity and which is characterized by the emergence of feeling of fatigue, change of physiological functions moderated by decrease in working capacity;

risk factors - conditions (circumstance) which in itself are not direct sources of emergence of undesirable results that is do not play role etiologichesky, but increase probability of their origin, promote and facilitate their emergence;

functional reliability (reliability of activities of the pilot) - probability of accomplishment of tasks of professional activity with necessary quality during certain time not only under the set conditions, but also in case of complication of situation;

chronic exhaustion - the boundary functional condition of the pilot (other person from among aeronautical personnel) resulting from repeated impact of intensive professional loading and which is characterized by the availability of subjective and objective signs of exhaustion prior to work expressed by tension of physiological systems, considerable decrease in working capacity;

human factor - set of individual qualities of the person and the qualities inherent in the professional contingent in general which are shown in specific conditions of functioning of aviation system, exerting impact on its efficiency and reliability.

4. Medical support of flights of the state aircraft represents system of organizational, diagnostic, treatment-and-prophylactic and rehabilitation actions which holding is directed to studying and assessment of the state of health, physical development, maintenance of professional health, optimization of functional condition of organism and increase in operability of persons from among aeronautical personnel of the state aircraft for the purpose of effective and safe implementation of flying missions.

5. Medical support of flights of the state aircraft during preparation and accomplishment of flights of the state AF includes:

5.1. medical examination of persons from among aeronautical personnel of the state aircraft in VLK (VLEK, VVK);

5.2. health control behind the state of health of persons from among aeronautical personnel during the intercommission period;

5.3. accomplishment of actions for maintenance of high level of functional reliability and operability of persons from among aeronautical personnel;

5.4. the organization and performing pre-flight, interflight, post-flight medical examinations (polls) of persons from among aeronautical personnel;

5.5. timely rendering necessary medical care to persons from among aeronautical personnel, to the passengers of AF and other persons which are in airfield (helidrome);

5.6. holding sanitary and anti-epidemic actions;

5.7. health control behind completing of the state AF and medical posts of airfields (helidromes), stackings of SPDG and NPSK necessary inventory of medicines, and also products of medical assignment and medical equipment;

5.8. actions for prevention of aviation events;

5.9. actions for recovery of functional condition and operability of persons from among flight personnel, and also persons which are part of GRP;

5.10. occupations with persons from among flight personnel concerning aviation medicine, application of life preservers, survival of members of the crews which were injured disaster in the different climatic conditions, most, mutual assistance, to features of flights of separate types;

5.11. control of sanitary condition of protective gear of persons from among flight personnel and its adjustment;

5.12. control of observance of the mode of work, rest and power supply of persons from among flight personnel, and also persons which are part of GRP;

5.13. health control behind quality of the medical oxygen used for KDO of AF;

5.14. special trainings and researches;

5.15. medical support of parachute jumps, and also health control behind carrying out physical training and the land trainings organized in air unit.

6. The procedure for medical support of flights, medical examination of persons from among aeronautical personnel, and also psychological maintenance of aviation activities is determined by decisions of heads of republican state bodies and DOSAAF in activities on to which purpose the state aircraft, in coordination with the head of specially authorized body in the field of defense is used.

7. Persons from among aeronautical personnel are allowed to execution of the duties connected with flight work, management of flights, parachute jumps after medical examination in VLK or VLEK (VVK - for operators of BLA), except for persons from among aeronautical personnel of Armed Forces (only after medical examination in VLK (VVK - for operators of BLA)).

8. Psychological maintenance of aviation activities is performed by the aviation psychologist of air unit. In case of its absence in air unit (including in the absence of position of the aviation psychologist) the doctor (psychologist) of air unit trained on aviation psychology can perform psychological maintenance.

9. Medical support of flights is performed by service employees of health services of aviation units, the state (military) organizations of health care which are part of state bodies and organizations as a part of which there is the state aircraft authorized to perform the related medical activity.

10. The health maintenance organization of flights of the state aircraft is assigned to commanders (chiefs) of air units, chiefs of health services and other service employees of medical (medical assistant's) specialties.

11. Medical support of flights is performed with attraction of forces and means of health services of air units, and in case of need - the state (military) organizations of health care.

12. During preparation for flights the chief of health service of air unit submits to the service employee organizing flights. During flights the doctor on duty (paramedic) submits to the flight operations director.

13. The chief of health service of air unit is responsible for high-quality health maintenance organization of flights, parachute jumps and timely identification of persons which for health reasons and to the level of working capacity cannot be allowed to accomplishment of flights, management by them, to servicing of aviation engineering, flight servicing, accomplishment of parachute jumps.

Chapter 2. Requirements imposed to persons from among medical aeronautical personnel

14. The following requirements are imposed to persons from among medical aeronautical personnel:

14.1. the doctor shall have the document (diploma) on the termination of medical (treatment-and-prophylactic) faculty of the highest medical public institution of education, preparation in (therapy, surgery, neurology, ophthalmology, otorhinolaryngology, the general practitioner and others), the document (the certificate, the certificate) confirming preparation on aviation medicine (for the chief of health service of air unit it is obligatory).

Training of the doctor on basic medical specialty and aviation medicine is carried out at least once in 5 years;

14.2. persons from among average medical personnel shall have documents (diplomas) on the termination of average medical public institution of education, and also (whenever possible) documents (certificates, certificates) confirming preparation on aviation medicine (according to the special program for average medical personnel);

14.3. the persons from among medical aeronautical personnel who had the corresponding theoretical training, having practical skills and the aware requirements stated in the regulating documents regulating aviation safety in the medical relation are allowed to medical support of flights.

15. Persons from among medical aeronautical personnel according to post shall:

15.1. nobility:

Air code of the Republic of Belarus; regulatory legal acts of the Republic of Belarus and legal acts; these Aviation rules; the methodical and normative materials regulating the organization of medical care to persons from among aeronautical personnel, medical support of flights of the state aircraft;

the established work content;

fundamentals of medicobiological and clinical sciences, modern survey methods, aviation medicine, aviation psychology, physiology of flight work;

sanitary and hygienic conditions of flight activities;

methods of sanitary scheduled maintenance and promotion of healthy lifestyle;

rules of execution of medical documentation;

modern literature in the specialty and methods of its generalization;

business and moral qualities of persons from among subordinate medical personnel to be engaged in their matching and arrangement;

15.2. to competently fulfill the job responsibilities;

15.3. be able:

qualitatively and timely to conduct the established worker, accounting and reporting medical documentation;

direct work of persons from among subordinate medical personnel;

it is correct to distribute on purpose of force and funds of health service;

15.4. provide the ambulance (emergency and urgent) medical care within the opportunities to persons from among aeronautical personnel of the state aircraft and all needing it out of the state (military) organization of health care;

15.5. perform medical support of professional activity of persons from among aeronautical personnel at all preparation stages and accomplishment of flights;

15.6. exercise health control behind the state of health of persons from among aeronautical personnel during the intercommission period, behind accomplishment of recommendations of VLK (VLEK, VVK), specialists doctors of UMO;

15.7. provide planned medical care to persons from among aeronautical personnel, and also all needing it in out-patient and stationary conditions;

15.8. provide timely hospitalization in the state (military) organizations of health care of persons from among aeronautical personnel, the direction them on consultation to specialists doctors and on extraordinary medical examination in VLK (VLEK, VVK);

15.9. perform planned medical examinations of persons from among flight personnel, and also persons which are part of GRP, operators of BLA, persons from among ITS and other aviation specialists, their dynamic observation during the intercommission period, preventive inoculations;

15:10. hold during the intercommission period events of improving, treatment-and-prophylactic and rehabilitation nature for the purpose of preservation and promotion of health, ensuring professional longevity of aviation specialists;

15:11. take part:

in carrying out the analysis of professional actions of the colleagues and other actions connected with implementation of medical (pharmaceutical) activities;

in development of regulations of medical ethics and medical ethics, and also in consideration of the questions connected with violation of these regulations;

in work as a part of the commission on selection of persons from among aeronautical personnel for their subsequent training of operation of new aviation engineering and in new extreme conditions;

in medical conferences and conferences on aviation safety of the state aircraft;

in distribution of medical knowledge among persons from among aeronautical personnel;

in studying of the reasons of aviation events;

15:12. analyze aviation events which reasons shortcomings of medical support of flights, violations in the state of health of persons from among aeronautical personnel were, to develop and hold events for exception of their repeatability;

15:13. analyze incidence and injury rate of persons from among aeronautical personnel, to develop recommendations about their prevention;

15:14. carry out training of persons from among aeronautical personnel to medical examination to VLK (VLEK, VVK);

15:15. develop the documents necessary for planning of the organization and implementation of medical support of flights, and also their safety;

15:16. observe the principles of medical ethics and medical ethics;

15:17. keep medical secret;

15:18. validly and humanely to treat persons from among aeronautical personnel (patients), to observe their rights;

15:19. increase the level of the professional knowledge;

15:20. fulfill other requirements provided in these Aviation rules and other acts of the legislation.

16. Obligations of service employees from among medical aeronautical personnel of air units are developed in controls by aircraft according to the requirements stated in these Aviation rules, legal acts of republican state bodies (controls aircraft) and DOSAAF, proceeding from specifics of solvable tasks.

It is forbidden to appoint to positions of the medical aeronautical personnel providing flights, persons whose education and preparation do not conform to requirements imposed to them.

In cases of gross violation of these requirements guilty service employees are made responsible according to the legislation.

Chapter 3. Health control behind the state of health of persons from among aeronautical personnel during the intercommission period

17. During the intercommission period health control behind the state of health, physical development and psychophysiological readiness of persons from among flight personnel (cadets), operators of BLA, persons which are part of GRP, parachutists and other persons from among aeronautical personnel is assigned to the chief of health service of air unit.

Tasks of health control are:

17.1. early identification of changes in the state of health and working capacity, system log-on of these changes with professional activity and holding necessary treatment-and-prophylactic actions;

17.2. identification and studying of the factors making adverse effect on the state of health and working capacity, taking measures to their elimination;

17.3. studying:

specific psychophysiological features;

the reasons of wrong actions of the faces from among aeronautical personnel which were consequence of decrease in their working capacity;

portability of flights of different types, parachute jumps and management of flights for the purpose of assistance to service employees from structure of command (management) in establishment of individual regulations of loadings;

labor organizations, rest and power supply.

18. The chief of health service of air unit receives necessary data on the state of health of persons from among aeronautical personnel, parachutists as a result:

periodic medical examinations;

preflight (interflight, post-flight) medical examination (poll);

observations of accomplishment of flight work;

participations in post-flight critiques;

health control behind physical training;

carrying out special testing and trainings;

personal contact with the pilot and members of his family;

studying of in-house and medical documentation, materials of the request for medical care for inspection and consultations in the state (military) organizations of health care.

19. The medical book is the main in-house document in which the state of health of persons from among flight personnel throughout flight work is reflected. In case of aviation events it is the main official source of information on the state of health, results of dynamic medical observation and studying of the state of health of persons from among flight personnel in different conditions of flight training.

The chief of health service of air unit, specialists doctors and secretaries of VLK (VLEK, VVK) are responsible for timeliness, correctness, accuracy, legibility and completeness of records in it.

Filling of the medical book is controlled by higher medical chiefs at least once in six months, and in day of medical examination in VLK (VLEK, VVK) - the commission chairman.

20. The chief of health service of air unit after studying of all medical documentation, by results of medical examination in VLK (VLEK, VVK), and also taking into account professional training constitutes the plan of medical support for health maintenance and maintenance of high professional performance of persons from among aeronautical personnel and parachutists, the plan of operational accounting of dynamic medical observation of them for calendar year and bears responsibility for their accomplishment.
