About measures for enhancement of the organization of tenders
For the purpose of more effective use of means of the foreign credits and grants, development of the competition between domestic and foreign suppliers, broad involvement to deliveries of products of subjects of small and medium business, enhancement of system of the organization and holding tenders on purchases of raw materials, materials, components and the equipment the Cabinet of Ministers decides:
1. Determine that purchases of import and domestic raw materials, materials, components and the equipment in the sizes exceeding 100 thousand dollars of the USA under one contract and financed by means of budgets of budget system of the Republic of Uzbekistan in equivalent, and also off-budget funds created according to decisions of the President or the Government of the Republic of Uzbekistan, and the foreign grants provided within prisoners by the President and the Government of the Republic of Uzbekistan of agreements with the donor countries, the international, foreign government and non-governmental organizations and the foreign credits under the state guarantee of the Republic of Uzbekistan are performed on tender basis.
Tenders are not held in cases if:
purchases of goods (works, services) are made according to decisions of the President and the Cabinet of Ministers of the Republic of Uzbekistan;
procedures of the donor countries, the relevant international, foreign government and non-governmental organizations or conditions of provision of the foreign credits under the state guarantee of the Republic of Uzbekistan and foreign grants determine other procedure for purchase of goods (works, services).
2. Approve Regulations on holding tenders on purchases of raw materials, materials, components and the equipment according to appendix.
Determine that state-financed organizations and receivers of budgetary funds in case of acquisition of all types of goods, works and services are guided by this Provision, except cases, stipulated by the legislation.
Recommend to the ministries and departments, the companies and the organizations when implementing at the expense of own means of purchases of raw materials, materials, components and the equipment to be guided by the approved Provision.
3. Determine that heads of the ministries and departments, concerns, associations, corporations, companies, companies, organizations and territorial authorities of management bear the personal responsibility and ensuring fulfillment of requirements of this resolution.
4. To the ministries and departments and monthly term to bring the regulations into accord with this resolution.
5. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Sultanov U. T.
