About approval of technique of quality evaluation of rendering electronic state services

According to the Law of the Republic of Uzbekistan "About the electronic government", for the purpose of ensuring single approach to carrying out studying and the analysis of quality of the electronic state services rendered by bodies of the public and economic board, the government on places (further - state bodies), other organizations, and also the Cabinet of Ministers decides improvement of quality of their rendering and availability:

1. Approve the Technique of quality evaluation of rendering electronic state services of bodies of the public and economic board, public authorities on places and other organizations according to appendix.

2. To the ministry of development of information technologies and communications of the Republic of Uzbekistan:

in two-month time to take measures for enhancement of the interdepartmental automated information system NIS.UZ (further - System) taking into account ensuring collection, acceptance, processing, exchange and storage of information on condition of rendering electronic state services by state bodies and other organizations with it;

till December 20, 2016 to develop and approve the instruction regulating procedure for information input in System according to requirements of the Technique of quality evaluation of rendering electronic state services;

provide on annual basis the publication of results of quality evaluation of rendering electronic state services in mass media, including on the Single portal of interactive state services of the Republic of Uzbekistan.

3. To provide to the state bodies and other organizations rendering electronic state services:

on annual basis timely entering into System of reliable information about the condition of rendering electronic state services according to the procedure provided by the Technique of quality evaluation of rendering electronic state services;

in coordination with the Ministry of development of information technologies and communications of the Republic of Uzbekistan development and implementation of the specific measures directed to continuous improvement of procedure and quality of rendering electronic state services taking into account results of the carried-out monitoring of quality of rendering electronic state services.

4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan Aripov A. N.

 Technique of quality evaluation of rendering electronic state services of bodies of the public and economic board, public authorities on places and other organizations

Chapter 1. General provisions

1. This Technique of quality evaluation of rendering electronic state services (further - the Technique) according to the Law of the Republic of Uzbekistan "About the electronic government" and the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of June 3, 2016 No. 188 "About further measures for implementation of the Law of the Republic of Uzbekistan "About the electronic government" determines procedure for evaluating quality of rendering electronic state services.

2. The quality evaluation of rendering electronic state services is carried out on the state services specified in the Unified register of the state services, forms and forms according to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of May 13, 2015 to No. 120 "About measures for further enhancement of procedure for rendering the state services and interdepartmental information exchange of state bodies and other organizations".

3. The quality evaluation of rendering electronic state services is performed by authorized body in the field of the electronic government - the Ministry of development of information technologies and communications of the Republic of Uzbekistan.

4. The quality evaluation of rendering electronic state services is based on the principles of legality, objectivity, impartiality, maintaining confidentiality, transparency, comprehensiveness and reliability.

5. Information sources for evaluating quality of rendering electronic state services are:

official websites of bodies of the public and economic board, the government on places (further - state bodies) and other organizations;

The single portal of interactive state services of the Republic of Uzbekistan, (further - the Single portal);

system of interdepartmental electronic interaction of state bodies and other organizations, including with use when rendering electronic state services through the Centers of the state services.

Chapter 2. Basic concepts

6. In this Technique the following concepts are used:

interdepartmental electronic request - the requirement of state body or other organization about submission of the documents and information, necessary for rendering the state service, directed in electronic form based on the applicant's request;

result of rendering electronic state service - the realization of the rights, freedoms and legitimate interests of applicants expressed in implementation by state bodies and other organizations of the corresponding actions according to regulations of rendering electronic state service including provision to applicants of the relevant information and documents;

The unified register of the state services, forms and forms (further - the Unified register) - the open and public information resource on the Internet containing complete list of the state services, forms and forms, and other information;

indicator - set of the indicators united by the thematic principle and characterizing one of aspects of quality of provision of the state service;

the indicator - property of service which can be measured (is quantitatively estimated). Each indicator conforms to certain requirement of the regulatory legal acts regulating provision of the state services;

Chapter 3. Evaluating quality of rendering electronic state services

7. The quality evaluation of rendering electronic state services in state bodies and other organizations is made on final results of the accounting period according to the scheme according to appendix to this Technique once a year.
