1. Approve the enclosed Rules of forming and maintaining federal bank of the granted licenses.

2. Determine that the structure and format of the license in electronic form are determined by the Ministry of Industry and Trade of the Russian Federation.

Rules of forming and maintaining federal bank of the granted licenses

1. These rules establish procedure for forming and maintaining federal bank of the granted licenses.

2. The federal bank of the granted licenses is part of the state information system determined by the Ministry of Industry and Trade of the Russian Federation (further - information system), and contains:

a) the register of the granted licenses (permissions) to export and (or) import of separate types of goods, including the following information:

the name, form of business and legal address - for the legal entity;

surname, name, middle name, the residence and data of the identity document, - for the individual entrepreneur;

identification taxpayer number;

type, number and period of action of the license;

number of the agreement in foreign trade (the contract or other document confirming intention of the parties) and date of its signing, contract currency, country of source, the country of destination or departures, and also the country of the buyer or seller;

number and document date, being the basis for licensing, and also the name of the buyer or seller and his address;

commodity code according to the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union and its description;

goods quantity, its statistical cost and cost in contract currency;

surname, name, middle name and position of the authorized person which signed the license;

b) data on suspension or cancellation of licenses;

c) the data on execution of licenses provided by customs authority.

3. Forming and maintaining federal bank of the granted licenses is performed by the Ministry of Industry and Trade of the Russian Federation with use of information system based on the data which are available and (or) received from the Ministry of Energy of the Russian Federation and the Federal Customs Service.

The procedure for access to federal bank of the granted licenses and information system, including with use of single system of interdepartmental electronic interaction, is determined by the Ministry of Industry and Trade of the Russian Federation together with the interested executive bodies.

Submission by customs authorities of the Russian Federation of information on execution of licenses is electronically performed according to the procedure, determined by the Ministry of Industry and Trade of the Russian Federation together with the Federal Customs Service.

4. The data containing in federal bank of the granted licenses are stored and processed in the places unavailable to strangers, in the conditions providing prevention of plunder, loss, misstatement and counterfeit of information. For the purpose of prevention of complete loss of the specified data by the Ministry of Industry and Trade of the Russian Federation backup copies of such data on electronic media which shall be stored in the places excluding their loss along with originals are created.

5. The data containing in federal bank of the granted licenses are provided by the Ministry of Industry and Trade of the Russian Federation, and concerning export licenses and (or) gas import natural in a liquefied state - the Ministry of Energy of the Russian Federation on requests of federal bodies of the government, public authorities of subjects of the Russian Federation and local government bodies free of charge taking into account the restrictions set by the legislation of the Russian Federation.
