1. Approve the Procedure for creation, filling and maintaining single base on performed and management information system it (is applied).

2. To impose control over accomplishment of this resolution on authorized state body in the field of checks of activities of business entities.

Procedure for creation, filling and maintaining single base on performed and management information system

1. General provisions

1. The procedure for creation, filling and maintaining single base on performed and management information system is determined by the main safety requirements which shall be observed in the course of maintaining single base on performed management information system.

2. For efficiency of information exchange between information databases and management systems of inspection bodies the single base on the performed checks and management information system is created. The purpose of its creation is automation of process of harmonization of conducting checks between inspection bodies, coordination of planning of conducting checks, prevention of duplication of checks, prevention of violation of terms carrying out to checks of activities of business entities and uses of information for risks assessment in each sector, and also control of compliance with law in the field of checks and the analysis of their results.

2. Requirements to creation, filling and maintaining single base on performed and management information system

3. Checking (the body creates and keeps the database and management system and provides maintaining and executed obligations on implementation of check problems. In single base on the performed checks and management information system information of inspection body, by determination of degree of risks, about planned and performed, and also the other information provided by the Law of the Republic of Tajikistan "About checks of activities of business entities" is placed.

4. Council on coordination of activities of inspection bodies makes the decision on the level of integration of information systems of inspection bodies into single base on the performed checks. Council on coordination of activities of inspection bodies conducts estimative research for rendering the advisory help with question of what inspection bodies shall use single, the database, and also the level of integration of other inspection bodies.

5. The authorized state body in the field of checks of activities of business entities is body for maintaining single system concerning the performed checks and management information system.

6. Depending on integration level if the inspection body has no own information system, it shall:

- after gaining access to the single database to begin its forming and use for conducting checks, taking into account risk degrees of business entities, approval of scheduled inspections, report generation by results of performed;

- approve the regulations on information security determining the compulsory provisions which are subject to accomplishment by the staff of inspection bodies during the work with single base on the performed checks and management information system.

7. The database consists of the following groups of data:

- the list of business entities containing all information necessary for conducting checks;

- parameters of risk of subjects of entrepreneurship, including information on risks of entrepreneurship, risk degree of the separate objects (by its different areas) belonging to business entity concerning whom it is performed;

- the list of inspection bodies, including information on the spheres of risk controlled by this or that of bodies, criteria of risk and the list of control questions on the respective areas of risk of territorial authorities;

- plans of checks of inspection bodies;

- reports on checks, including information on all types of checks;

- statistic and analytical reports.

3. Tasks of state bodies of the Republic of Tajikistan

8. State committee on investments and management of state-owned property of the Republic of Tajikistan:

- provides implementation of single base on the performed checks and management information system and uninterruptedness of its work;

- develops the schedule of step-by-step implementation of single base on the performed checks and management information system;

- provides provision of access to single base on the performed checks according to this Procedure.

9. The authorized body performing maintaining single base on the performed checks and management information system signs the agreement with the Tax Committee under the Government of the Republic of Tajikistan for determination of the conditions and rules necessary for full work of single base on the performed checks. The agreement provides information exchange, its updating and confirmation, and also questions of information security.

10. The licensing and allowing bodies provide to the authorized body performing maintaining single base on the performed checks and management information system information on the issued allowing document and on the issued, changed and cancelled license to business entity.

11. The access levels to single base on the performed checks and management information system with observance of the procedure established by the legislation of the Republic of Tajikistan:

- the authorized body performing maintaining single base on the performed checks and management information system has access to all data;

- the central inspection bodies have access to all data within the sphere of regulation of this or that body;

- territorial authorities have access to all data within their powers.

12. Persons having access to single base on the performed checks and management information system:

- system administrators are the specialists supporting operation of single base;

- the staff of authorized body performing maintaining single base on the performed checks the enabling realization and control over compliance with law about checks;

- the staff of inspection bodies having access to the database to compliance with this Procedure.

4. Tasks and obligations of inspection body

13. Heads of inspection bodies bear the personal responsibility for creation of technical capabilities for work of authorized employees with single base.
