About renaming of Republican medico-information center

For the purpose of program implementation of electronic health care of the government of the Kyrgyz Republic according to the Order of the Government of the Kyrgyz Republic of March 18, 2016 I order to No. 134:

1. Rename Republican medico-information center into the Center of electronic health care.

2. Approve the Provision "About the Center of Electronic Health Care".

3. Approve structure and the staff list of the Center of electronic health care.

4. To the director of Republican medico-information center (Murzakarimova L. K.) carry out the state re-registration of the Provision "About the Center of Electronic Health Care" in judicial authorities of the Kyrgyz Republic according to the legislation of the Kyrgyz Republic.

5. Consider invalid the order of the Ministry of Health of the Kyrgyz Republic "About approval of provision of organization of "Republican medico-information center" of January 15, 2003 No. 11.

6. I reserve control of execution of this order.

7. Is confirmed by this order that the data specified in it, and also data containing in the documents submitted for the state re-registration are authentic and in the cases established by the law issues of re-registration of the legal entity are agreed with the relevant managements and departments of the Ministry of Health of the Kyrgyz Republic.

Regulations on the Center of electronic health care of the Ministry of Health of the Kyrgyz Republic

1. General provisions

1. The center of electronic health care of the Ministry of Health of the Kyrgyz Republic (further - TsEZ) performs coordination and monitoring of realization of state policy of the Ministry of Health of the Kyrgyz Republic in the sphere of Electronic health care.

TsEZ performs organizational and methodical ensuring activities of the Ministry of Health of the Kyrgyz Republic for electronic health care and information and analytical support, organizational and methodical, analytical and technical maintenance of activities of MZKR, and also represents MZKR as a part of the Interdepartmental commission on coordination and informatization (further - the Commission).

2. Founder of TsEZ is the Ministry of Health of the Kyrgyz Republic.

3. TsEZ is the legal entity created in form of business - organization, for unrestricted term.

4. In the activities TsEZ is guided by the Constitution of the Kyrgyz Republic, the legislation of the Kyrgyz Republic, other regulatory legal acts of the Kyrgyz Republic, this Provision, and also orders of the Ministry of Health of the Kyrgyz Republic (further - MZKR).

5. TsEZ has financial and economic and legal independence, the isolated property, separate balance, settlement and other accounts in financial credit institutes, has seal with the image of the State Emblem of the Kyrgyz Republic, stamp and letterheads with the name in the state and official languages.

6. TsEZ has civil independence, performs stipulated by the legislation civil transactions, appears the claimant and the defendant in court, has the rights and obligations established by the legislation of the Kyrgyz Republic.

7. When implementing the activities of TsEZ interacts directly with MZKR, other state, international and private organizations.

8. Name TsEZ:

- in state language: "Kyrgyz Respublikasynyn Salamattyk saktoo ministriligin elektronduk meditsinalyk maalymat to borbor";

- in official language: "Center of electronic health care of the Ministry of Health of the Kyrgyz Republic".

2. Purposes and tasks of TsEZ

9. The purposes of TsEZ is:

- ensuring single technological approach to forming of the Unified information system of Electronic health care of the Kyrgyz Republic;

- assistance of MZKR in development of strategic directions of further development and enhancement of Electronic health care, in development of measures for the most effective realization of state policy, reform and development of the sphere of Electronic health care and information and communication technologies in the organizations of health care of the Kyrgyz Republic;

- system monitoring and participation in coordination of organization activity of health care of the Kyrgyz Republic in case of realization of state policy in the sphere of Electronic health care;

- the organization of collection, processing and analysis of medical statistical data about network, personnel, health care organization activity, the state of health of the population and management of system of the medical statistical recording and reporting in healthcare institutions of the Kyrgyz Republic.

10. Tasks of TsEZ are:

- assistance of MZKR in providing measures for effective implementation of Electronic health care and information and communication technologies in the organizations of health care of the Kyrgyz Republic;

- assistance of MZKR in creation of the single architecture and technical infrastructure of Electronic health care with single infrastructure, platform and program services promoting innovative transformation of system of public administration of health care system of the Kyrgyz Republic for the purpose of provision of medical services in electronic format for the population and business community of the Kyrgyz Republic;

- assistance of MZKR in ensuring purposeful implementation of measures for implementation of Electronic health care, creation of effective controling mechanisms and inside - and interagency coordination, development of suggestions for improvement of the medical information systems used in the organizations of health care of the Kyrgyz Republic;

- coordination of activities of service of medical statistics of the organizations of health care and medical statistical support of governing bodies of health care of the Kyrgyz Republic;

- forming and support of the state and industry statistical reporting of the Kyrgyz Republic;

- analysis of medico-statistical information on the state of health of the population and health care of the Kyrgyz Republic and its representation to users.

3. TsEZ functions

11. For accomplishment of the purposes and tasks, TsEZ performs the following functions:

- organizational and methodical, analytical and technical maintenance of activities of MZKR concerning Electronic health care of the Kyrgyz Republic;

- ensuring assistance of health care of the Kyrgyz Republic to the organizations in case of development and deployment inside - and interdepartmental IT / IKT-proyektov and programs, the automated information systems;
