In pursuance of the resolution of the President of the Republic of Uzbekistan of September 10, 2016 "About entering of partial changes into executive structure of the Cabinet of Ministers of the Republic of Uzbekistan" the Cabinet of Ministers decides No. PP-2584:
1. Approve:
Regulations on functional obligations of the Deputy prime minister of the Republic of Uzbekistan - the head Kompleksa concerning youth policy, culture, information systems and telecommunications according to appendix No. 1;
Regulations on functional obligations of the Adviser to the Deputy prime minister of the Republic of Uzbekistan - the head Kompleksa concerning youth policy, culture, information systems and telecommunications according to appendix No. 2;
Regulations on Information analysis department concerning youth policy, culture, information systems and telecommunications according to appendix No. 3.
2. To the deputy prime minister of the Republic of Uzbekistan Aripov A. N. in week time to approve distribution of functional obligations of heads and specialists of Information analysis department concerning youth policy, culture, information systems and telecommunications.
3. Make changes to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 4.
4. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 5.
5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan Aripov A. N.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of October 20, 2016 No. 352
1. This Provision according to the resolution of the President of the Republic of Uzbekistan of September 10, 2016 No. PP-2584 "About entering of partial changes into executive structure of the Cabinet of Ministers of the Republic of Uzbekistan" determines functional obligations of the Deputy prime minister of the Republic of Uzbekistan - the head Kompleksa concerning youth policy, culture, information systems and telecommunications.
2. The deputy prime minister of the Republic of Uzbekistan is the head Kompleksa concerning youth policy, culture, information systems and telecommunications is accountable to the President of the Republic of Uzbekistan and the Prime Minister of the Republic of Uzbekistan.
3. The deputy prime minister of the Republic of Uzbekistan is the head Kompleksa concerning youth policy, culture, information systems and telecommunications (further - the Deputy prime minister) in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, and also this Provision.
4. Activities of the Deputy prime minister are directed to the solution of questions of further enhancement of the state youth policy, interaction with public associations, the spiritual and educational sphere, cinematography, mass media, polygraphy and publishing, culture, art, monitoring of national information space, development of mail, telecommunications and TV and radio broadcasting, increase in efficiency of information activities, archiving, legal protection and protection of the rights to intellectual property items.
5. The deputy prime minister according to the status is the member of the government of the Republic of Uzbekistan and is part of Presidium of the Cabinet of Ministers of the Republic of Uzbekistan.
The deputy prime minister is directly involved in cabinet meetings of the Republic of Uzbekistan and its Presidium.
6. The main objectives of the Deputy prime minister are:
a) in the sphere of youth policy and spiritual development:
implementation of system work on further enhancement of the youth policy directed to forming of spiritually rich and harmoniously developed, highly educated and physically healthy younger generation which is independently conceiving and having own living position having the wide outlook, strong knowledge, strong beliefs and high spiritual ethical principles based on deep respect for national culture and cultural wealth, unique century experience and the achievements of world civilization which are important factors of forming of internal immunity at young men and girls of capability to resist to elements of mass culture, religionism and other manifestations of ideological extremism alien to our mentality;
ensuring effective coordination of activities of the public youth organizations in realization of package of measures directed to strengthening of their role in education of younger generation, increase in legal culture and social and economic activity of youth, implementation in consciousness of youth of such concepts as "civic duty", "feeling of participation" and "youth culture";
the organization of system work on realization of package of measures in the sphere of identification, development and realization of creative and intellectual potential of the younger generation, social support of youth and young families, creation for them worthy conditions with involvement of the state and public organizations;
development and practical realization of package of measures, the citizens of the country, especially younger generation, the outlook based on the national idea, national ideology, universal values and democratic principles, implementation in consciousness of the public of the principles of boundless fidelity to the ideas of independence, love for the country, conviction, dedication in achievement of such great and noble purpose directed to forming in consciousness as construction of the free and prospering state;
assistance to public associations, self-government institutions of citizens, to executive bodies on the places in implementation of measures directed to increase in effectiveness and efficiency of the spiritual and educational and propaganda and propaganda work on disclosure of essence of the large-scale transformations and changes happening in the country, efficient and offensive promotion and propaganda of national interests, strengthening of spiritual basis of independence of the country, preserving national traditions and customs which is carried out among the population;
development and implementation of measures for further enhancement of system of social partnership and public control in interaction with non-state non-profit organizations for the purpose of protection of democratic values, the rights, freedoms and legitimate interests of people, creation of conditions for realization by citizens of the potential, increase in their public, social and economic activity and legal culture, enhancement of forms and methods of interaction with non-state non-profit organizations and other institutes of civil society in implementation of the major state programs in various spheres of public life and the solution of other problems having the big social importance;
ensuring high-quality, professional, art level of the teleradio programs directed to increase in educational and cultural level of the population, careful preserving national traditions, historical and spiritual heritage, education of youth and younger generation in the spirit of patriotism, love for the country and respect for national and universal values;
broad informing the population, and also the foreign public on the democratic transformations happening in political, economic, social and cultural life of Uzbekistan, directed to forming of the constitutional democratic state, open civil society, development of independent mass media, protection of human rights and freedoms;
development of the priority directions of development of national motion picture art on the basis of the principle of unity of universal and national values, taking into account its role and value in increase in level of culture and spirituality in life of society, reflection by funds of cinema of the happening changes and real achievements for ways of construction of free democratic society in the country, essence of the idea of national independence, strengthening of role and participation of cinematography in life of society, especially in education of youth, increase in ideological and art level of cinema products, further enhancement of motion picture art;
development of the modern infrastructure of film production conforming to the commonly accepted international standards taking into account implementation of the latest technologies and support of the domestic film schools, the most gifted cinematographers capable to create the highly artistic film works creating image of the modern hero, worthy to imitation by younger generation;
