Approve Regulations on the Ministry of Defence of Ukraine which is applied.

Regulations on the Ministry of Defence of Ukraine

1. The Ministry of Defence of Ukraine (Ministry of Defence) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine.

The Ministry of Defence is principal organ in system of the central executive bodies which provides forming and realizes state policy on national security issues in the military sphere, spheres of defense and military construction in peace time and the special period.

The Ministry of Defence is the central executive body and military management under which supervision Armed Forces and State special transservice are.

The Ministry of Defence is authorized central executive body in the field of the state aircraft.

The paragraph the fifth is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 10.01.2019 No. 1.

2. The Ministry of Defence in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation.

3. The main objectives of the Ministry of Defence are:

1) ensuring forming and realization of state policy on national security issues in the military sphere, spheres of defense and military construction in peace time and the special period on:

the organizations in forces of defense of actions of defensive planning;

to determination of fundamentals of military, military personnel and military and technical policy in the sphere of defense;

2) implementation of military-political and administrative management by Armed Forces;

2-1) ensuring forming and realization of state policy concerning national resistance;

3) implementation in accordance with the established procedure coordination of activities of state bodies and local government bodies for preparation of the state for defense;

4) providing within the powers provided by the law, realization of state policy on the defensive questions connected with use of airspace of Ukraine and protection of sovereignty of the state.

5) coordination of activities of State special transservice for ensuring steady functioning of transport in peace time and during the special period.

4. The Ministry of Defence according to the tasks assigned to it:

1) develops drafts of the laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine;

2) generalizes practice of application of the legislation on the questions which are within its competence develops suggestions for improvement of legal acts, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine and submits in accordance with the established procedure for consideration of the Cabinet of Ministers of Ukraine, provides their accomplishment in Armed Forces;

2-1) performs preparation and representation to the Cabinet of Ministers of Ukraine of the offers on application, cancellation and modification of special economic and other rationing measures (sanctions) submitted by the Cabinet of Ministers of Ukraine for consideration of the National Security and Defense Council of Ukraine according to the Law of Ukraine "About sanctions" and participates in forming, realization and monitoring of efficiency of the state sanctions policy on issues, being within its competence;

Prepares 3) within the powers provided by the law, notes and offers to the laws adopted by the Verkhovna Rada of Ukraine which arrived for the signature to the President of Ukraine;

4) performs intelligence and information and analytical activities for the benefit of homeland security and defense of the state;

4-1) coordinates creation and development of effective system of strategic communications in the Ministry of Defence and Armed Forces as the constituting nation-wide system of strategic communications, ensuring its resistance and adaptability to response to challenges and threats;

4-2) participates in accomplishment of tasks of the state information policy in the sphere of defense, information actions directed to increase in level of defense capability of the state and counteraction to information transactions of aggressor (opponent), and during action of legal regime of warlike situation coordinates components of forces of defense concerning ensuring forming and realization of the state information policy in the sphere of defense;

5) takes part in carrying out the analysis of military-political situation, forecasting, identification and determination of level of military threat of homeland security of Ukraine;

Plans 6) and performs actions for counteraction and neutralization of military-political risks, challenges, threats of use of military force against Ukraine;

6-1) develops structure and procedure for plan development of defense of Ukraine, organizes development of its components;

7) develops in accordance with the established procedure Strategy of military safety of Ukraine and change to it and participates in preparation and periodic refining of Strategy of homeland security of Ukraine, doctrines, concepts, strategy and programs in the sphere of homeland security;
