About approval of the Instruction about procedure for exchange of information in the field of the prevention of emergence of emergency situations and reaction in case of their origin between Public service of Ukraine on emergency situations and the State agency of highways of Ukraine

According to the Code of civil protection of Ukraine,  the Presidential decree of Ukraine of May 15, 2013 No. 265 "About the decision of the National Security and Defense Council of Ukraine of March 29, 2013 "Questions of counteraction to threats and to mitigation of consequences of emergency situations", to the resolution of the Cabinet of Ministers of Ukraine of October 9, 2013 No. 738 "About approval of the Procedure for accounting of emergency situations" and of January 9, 2014 No. 11 "About approval of the Regulations on single state system of civil protection", for the purpose of realization of state policy in the field of protection of the population and the territories against effects of emergency situations, enhancement of interaction of Public service of Ukraine on emergency situations and the State agency of highways of Ukraine in case of mitigation of consequences of emergency situations of PRIKAZYVAYEM:

1. Approve the Instruction about procedure for exchange of information in the field of the prevention of emergence of emergency situations and reaction in case of their origin between Public service of Ukraine on emergency situations and the State agency of highways of Ukraine which is applied.

2. To provide to department of legal providing the Ministry of Internal Affairs of Ukraine (D.V.'s Gorbas) submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. We reserve control over the implementation of this order.

4. This order becomes effective from the date of its official publication.

The instruction about procedure for exchange of information in the field of the prevention of emergence of emergency situations and reaction in case of their origin between Public service of Ukraine on emergency situations and the State agency of highways of Ukraine

I. General provisions

1. Exchange of information between GSChS of Ukraine and Ukravtodor in the field of prevention of emergence of emergency situations and reaction in case of their origin (further - exchange of information) will be organized within single state system of civil protection:

at the national level - between service of the state control center operational and on duty in emergency situations of GSChS of Ukraine and the sector of information technical supply of GP "Dortsentr";

at the regional level - between services of control centers operational and on duty in emergency situations of territorial authorities of GSChS of Ukraine and dispatching services of services of highways in areas.

2. Exchange of information is performed for the purpose of prevention of emergence of emergency situations, minimization of their effects and the organization of the approved response of forces of civil protection to emergency situations and incidents which can arise in the field of responsibility of Ukravtodor and connected with destruction of highways, bridges, other road constructions and strips of branch, the termination thereof movements of road transport according to the classification sign of emergency situations approved by the order of the Ministry of Emergency Situations of Ukraine of December 12, 2012 No. 1400, registered in the Ministry of Justice of Ukraine on January 3, 2013 at No. 40/22572.

3. Exchange of information is made:

daily by the round-the-clock provision of information on operational situation in the field of responsibility of Ukravtodor;

in case of threat of origin or emergence of emergency situation by the operational mutually notification and further periodic operational informing on mitigation of consequences of emergency situations.

II. Daily exchange of information

1. The leading engineer of the sector of information technical supply of GP "Dortsentr" daily informs till 06:00 service of the state control center operational and on duty in emergency situations of GSChS of Ukraine on the road accidents with serious consequences or destructions of highways, bridges, other road constructions, complications of weather conditions and the termination as a result of this movement of road transport more than for 1 hour for last days.

2. At the request of service of the state control center operational and on duty in emergency situations of GSChS of Ukraine the leading engineer of the sector of information technical supply of GP "Dortsentr" provides necessary explanations according to the transferred information.

III. Operational informing

1. In case of receipt of information on threat of origin or emergence of emergency situation within the responsibility the leading engineer of the sector of information technical supply of GP "Dortsentr" within 30 minutes informs by phone service of the state control center operational and on duty in emergency situations of GSChS of Ukraine.

2. Oral informing within one hour is confirmed in writing by e-mail to the address of service operational and on duty of the state control center in emergency situations of GSChS of Ukraine or fax connection by the notification on emergence of emergency situation (dangerous event) which form is given in appendix 1 to this Instruction.

3. In case of receipt of the state control center by service operational and on duty in emergency situations of GSChS of Ukraine of primary information on threat of origin or emergence of emergency situation in the field of responsibility of Ukravtodor the chief of duty shift of the state control center in emergency situations of GSChS of Ukraine within 10 minutes informs on it by phone the leading engineer of the sector of information technical supply of GP "Dortsentr".

4. In case of need at the request of the leading engineer of the sector of information technical supply of GP "Dortsentr" information on operational situation around emergence of emergency situation by service operational and on duty of the state control center in emergency situations of GSChS of Ukraine instantly moves by fax to Ukravtodor.
