Approve "Procedure for maintaining the unified register of licenses and permissions" it (is applied).

Procedure for maintaining the unified register of licenses and permissions

1. General provisions

1.1. This Procedure is prepared according to article 8.4 of the Law of the Azerbaijan Republic "About licenses and permissions" and establishes procedure for maintaining the unified register reflecting in itself information connected with the licenses and permissions issued in the republic.

1.2. The unified register of licenses and permissions (further - the register) is kept by the Ministry of Economics of the Azerbaijan Republic (further - the Ministry).

1.3. The register is information resource, its use and protection are provided with the Ministry.

2. Principles of maintaining Register

2.1. The register is kept in state language of the Azerbaijan Republic.

2.2. For the purpose of receipt of information of the data, stored in the Register, are open for public authorities, municipalities, physical persons and legal entities.

2.3. The register is single, is kept based on single form, methods and the principles.

2.4. Forming, maintaining, use of the Register and protection of information which is stored in it are performed based on electronic technologies.

3. Structure of the Register and data, entered in the Register

3.1. The register consists of the Sections "Licenses" and "Permissions".

3.2. The following information connected with licenses and permissions is entered in the Register:

3.2.1. the name and the address of the body which granted the license and permission;

3.2.2. data on the owner (name and address of the legal entity, branch, representation of the foreign legal entity, surname, name, middle name of the business owner, identification number and address of activities) of the license (permission);

3.2.3. identification taxpayer number of the owner of the license (permission);

3.2.4. date of issue and registration license number of the license (permission) (if permission is issued in the document form);

3.2.5. permission effective period if is available (with indication of start date and completion);

3.2.6. the type of activity specified in licenses, and the action specified in permission;

3.2.7. date of issue and registration number of appendix of the license and permission (if appendix of the license and permission is issued);

3.2.8. date of issue and registration number of the renewed license and permission (if the license and permission are renewed);

3.2.9. date of issue and registration number of the duplicate of the license and permission (if the duplicate is issued);

3.2.10. date and number of the administrative act about suspension and recovery of the license and permission (with indication of the bases for suspension and recovery);

3.2.11. date and number of the administrative act about liquidation of the license and permission (with indication of the liquidation reasons), date of the judgment and the name of the court which accepted it.

4. Maintaining Register

4.1. The register is kept electronically.

4.2. Except for the licenses granted on the types of activity provided by appendix No. 1 to the Law of the Azerbaijan Republic "About licenses and permissions", the permissions issued by the Ministry, provided by appendix No. 3, in case of introduction of the new information concerning other licenses and permissions in specified in article 6.3.2 of the Law Register, or change of the specified information, they are represented by the body granting licenses and permissions to the Ministry for entering into the register to the 10th day of every month in electronic procedure. The specified information is entered in the Register in day of representation.

4.3. The information specified in Item 3.2 of this Procedure, concerning the licenses and permissions provided by appendices No. 1 and No. 3 of the Law of the Azerbaijan Republic "About licenses and permissions" is registered in the register in day of updating.

4.4. Introduction and updating of information in the Register placed in the Litsenzii I Razresheniya portal is performed by means of this portal.

5. Use of the Register

5.1. State bodies, municipalities, legal entities, regardless of the organizational legal form, branches and representations of foreign legal entities, the business owners and physical persons who are engaged in business activity can use the register.

5.2. Information containing in the Register is provided by the Ministry based on the written request (including electronic) the subjects specified in Item 5.1 of this Procedure within 5 (five) working days from the date of receipt of request.

5.3. Information from the register placed in the Litsenzii I Razresheniya portal the subjects specified in Item 5.1 of this Procedure is received directly by means of the search engine which is on this portal.

5.4. Use of the Register and receipt of information from the Register is free.
