1. Approve the enclosed Rules of provision by The Government for Citizens State corporation of statistical and other reporting information in the sphere of compulsory social insurance.

2. To provide to department of social security and social insurance in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on official Internet resource of the Ministry of health and social development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of health and social development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the vice-Minister of health and social development of the Republic of Kazakhstan Zhakupova S. K.

4. This order becomes effective since March 1, 2016 and is subject to official publication.

Rules of provision by The Government for Citizens State corporation of statistical and other reporting information in the sphere of compulsory social insurance

1. These rules of provision by The Government for Citizens State corporation of statistical and other reporting information in the sphere of compulsory social insurance (further - Rules) are developed according to subitem 12-5) of article 11 of the Law of the Republic of Kazakhstan of April 25, 2003 "About compulsory social insurance".

2. Rules are developed for the purpose of determination of procedure for provision by The Government for Citizens State corporation of statistical and other reporting information in the sphere of compulsory social insurance.

3. In these rules are used the following concept:

1) The Government for Citizens State corporation (further - the State corporation) - the legal entity created according to the decision of the Government of the Republic of Kazakhstan for rendering the state services according to the legislation of the Republic of Kazakhstan, the organization of work on reception of applications on rendering the state services and issue of their results to uslugopoluchatel by the principle of "one window", and also ensuring rendering the state services electronically;

2) administrative data - individual quantitative and (or) high-quality data on physical person or legal entity and the data of pokhozyaystvenny accounting created by administrative sources, except for primary statistical data.

4. The state corporation submits the report on appointment and payment of social payments according to appendix 1 and the explanatory note on filling of the form intended for collection of the administrative data "Report on Appointment and Payment of Social Payments" according to appendix 2 to these rules.

5. The name of state body which is receiver of the form intended for collection of administrative data is specified on the title page.

6. The person which is providing representation and reliability of the reported data, and having right to sign of the form intended for collection of administrative data is the deputy manager of the State corporation or person who is temporarily fulfilling its duties in case of its absence.

7. The term of representation of the form intended for collection of administrative data is specified on the title page. Date of representation is registered the addressee. If the last day of term of representation falls on non-working day, the working day following it is considered day of the termination of term of representation.

8. The form intended for collection of administrative data is filled according to the explanatory note to the corresponding form.

9. Data are represented:

1) on papers purposely or by means of postal services of communication. Date of representation is the date of departure specified in stamp of the post company;

2) in electronic form by means of communication channels with observance of procedures of confirmation of the digital signature.
