1. Approve the enclosed Method of creation of balances of resources and uses of separate types of products (goods) and raw materials.

2. According to the statistics to provide the Ministries of national economy of the Republic of Kazakhstan to management of statistics of services and power together with Legal management of Committee in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and information system of law of Ad_let;

3) the direction in printing and electronic type within five working days from the date of receipt of the registered order in the Republican state company on the right of economic maintaining "The republican center of legal information" for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan.

3. To management of statistics of services and power of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan to bring this order to structural divisions and territorial authorities of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan for management and use in work.

4. To impose control of execution of this order on the supervising vice-chairman of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan (Dzharkinbayev Zh. A.).

Method of creation of balances of resources and use of separate types of products (goods) and raw materials

Chapter 1. General provisions

1. The method of creation of balances of resources and use of separate types of products (goods) and raw materials (further - the Technique) according to international standards and recommendations belongs to the statistical methodology created and approved according to the Law of the Republic of Kazakhstan "About the state statistics".

2. The technique determines procedure for carrying out Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan (further - Bureau) calculations for forming and use of resources of products (goods) and raw materials by development of balances of resources and use of separate types of products in natural and value term.

3. This Technique is applied by Bureau when forming statistics on balance of resources and uses of separate types of products (goods) and raw materials.

4. In this Technique the following concepts and determinations are used:

1) import - import from abroad goods, held for use within the country and for re-export;

2) production (production) - quantity of products (goods) got or made in the territory of the republic;

3) resources are production volume (production) of specific type of products (goods), receipt it from other countries, stock availability at producers, the wholesale and retail companies, consumers;

4) balances of commodity resources is system of the indicators characterizing sources of forming of general commodity resources of the main consumer goods and industrial goods and their use;

5) export - export from the country of goods for foreign sale, and also re-export of goods of foreign origin.

Chapter 2. Balance sheet layout of resources and use of separate types of products (goods) and raw materials

7. Forming of annual and monthly balance is performed on the following formula:

In the presence of different units of measure on statistical data of production and foreign trade statistics, balances of resources and use are created only in value term.

For the purpose of ensuring comparability of the data obtained based on forms of nation-wide statistical observations, and foreign trade statistics statistical qualifiers and transitional keys to them are used.
