Regulations on the special account of the State committee of information technologies and communications of the Kyrgyz Republic

1. General provisions

Means of the special account of the State committee of information technologies and communication of the Kyrgyz Republic (further - Committee) are created for the purpose of creation of proper material and technical resources in the field of information technologies and communication, necessary conditions for normal activities, social protection and guarantees of employees of Committee.

2. Sources and procedure for formation of means of the special account

2. Means of the special account of Committee are formed for the account:

- income from rendering paid state services;

- voluntary contributions from legal entities and physical persons;

- means from self-produced sales of goods;

- other receipts, stipulated by the legislation Kyrgyz Republic.

3. Procedure for use of means of the special account

3. Means of the special account of Committee are used on:

- development, content and strengthening of material and technical resources of Committee;

- acquisition and updating of office motor transport according to the approved procedure, the computer, computer and multiplying equipment, acquisition of the equipment, stock, materials, construction and equity in construction of office buildings, acquisition of buildings for the office purposes, etc.;

- participation of employees of Committee in conferences, seminars on questions in the field of information technologies and communication and other actions carried to competence of Committee;

- training, training and advanced training of employees of Committee;

- partial compensation of cost of permits in improving organizations to employees of Committee;

- compensation of cost of food and journey in public transport in city boundaries, the area to employees of Committee;

- content of permanent employees over the approved state and according to employment contracts on business necessity on content of the workers accepted on the terms of the Employment contract;

- payment of other expenses connected with activities of Committee according to the legislation of the Kyrgyz Republic;

- the expenses connected with obligation fulfillment, provided by the collective agreement of Committee;

- allocation of non-interest target loan, the loan according to the legislation of the Kyrgyz Republic;

- allocation of the grant to subordinated divisions of Committee.

4. Awarding of employees of Committee from means of the special account is made according to the regulations on procedure and conditions of financial incentive of employees of Committee approved by the decision of board of Committee.

5. Funds of the special account are accumulated on the separate account of Committee, in regional department of the Central Treasury of the Ministry of Finance of the Kyrgyz Republic.

6. The expenditure of means of the special account is made according to the approved expense budgets and actual receipt of the income.

7. Manager and the responsible person for use of means of the special account is the chairman of Committee.

8. The remaining balance of means of the special account formed by the end of accounting year is implemented according to the legislation of the Kyrgyz Republic.
