About approval of Rules of maintaining the register of payment systems

1. Approve the enclosed Rules of maintaining the register of payment systems (further - Rules).

2. To department of payment systems (Ashykbekov E. T.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) together with Legal department (Sarsenov N. V.) state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of this resolution in the republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan":

on official publication in information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan;

for inclusion in the State register of regulatory legal acts of the Republic of Kazakhstan, Reference control bank of regulatory legal acts of the Republic of Kazakhstan within ten calendar days from the date of its state registration in the Ministry of Justice of the Republic of Kazakhstan;

3) placement of this resolution on official Internet resource of National Bank of the Republic of Kazakhstan after its official publication.

3. To management on consumer protection of financial services and external communications (Terentyev A. L.) provide the direction of this resolution on official publication in periodic printing editions within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan.

4. To provide to operators of payment systems on the payment systems created and (or) functioning in the territory of the Republic of Kazakhstan before enforcement of this resolution to National Bank of the Republic of Kazakhstan on paper or in electronic form information on creation in the territory of the Republic of Kazakhstan of own payment system or the beginning of functioning in the territory of the Republic of Kazakhstan of foreign payment system in form according to appendix 1 to Rules, and documents, stipulated in Item the 5th article 5 of the Law on payments and payment systems, within six months after day of the first official publication of the Law on payments and payment systems.

To provide to the banks and the organizations performing separate types of banking activities, being before enforcement of this resolution by members of payment service provider, including foreign payment system to National Bank of the Republic of Kazakhstan on paper or in electronic form information on participation in payment system, including in foreign payment system, in form according to appendix 5 to Rules and the documents provided by subitems 1) and 2) of Item 8 of Rules within twenty working days from the date of enforcement of this resolution.

5. To impose control of execution of this resolution on the vice-chairman of National Bank of the Republic of Kazakhstan Pirmatov G. O.

6. This resolution becomes effective after ten calendar days after day of its first official publication.

Rules of maintaining register of payment systems

Chapter 1. General provisions

1. These rules of maintaining the register of payment systems (further – Rules) are developed according to subitem 52-7) of part two of article 15 of the Law of the Republic of Kazakhstan "About National Bank of the Republic of Kazakhstan", the subitem 22) of Item 1 of article 4 of the Law of the Republic of Kazakhstan "About payments and payment systems" (further – the Law on payments and payment systems) and determine procedure for maintaining the register of payment systems.

The procedure for maintaining the register of payment systems includes submission to National Bank of the Republic of Kazakhstan (further – National Bank) information, documents and data for inclusion in the register and maintaining the register by National Bank.

2. The register of payment systems (further - the register) contains data on systemically significant, significant and other payment systems.
