About the organization of high agro-industrial technology production of complete cycle

For the purpose of conditioning for the organization in the Republic of Belarus of high agro-industrial technology production of complete cycle I decide:

1. Enable the realization of the high-priority, export-oriented and import-substituting investment project "The Organization of High Agro-industrial Technology Production of Complete Cycle for 2016-2032" (further – the investment project) providing construction and commissioning:

objects of high agro-industrial technology production of complete cycle (further – agro-industrial production) and the infrastructure facilities of agro-industrial production provided in Item 1-1 of this Decree;

objects of engineering and transport infrastructure to the territory of agro-industrial production;

apartment apartment houses for employees of "Belarusian National Biotechnology Corporation" private company (further – BNBK Ltd).

1-1. The investment project provides construction and commissioning:

1-1.1. objects of agro-industrial production:

the plants on production of amino acids (lysine, threonine, tryptophane, valine, leucine and isoleucine), vitamins (In 2, B12, C), compound feeds (for cattle, birds, pigs and fishes, premixes), glucosic and starched products (crystalline dextrose, maltodextrin, glucosic fructose syrups, treacle), protein-rich feed additives, starched formula-feed additives, high-protein corn additives, corn oil, corn steep liquor, packaging (sacks, pallets) with finished goods warehouses and multicomponent raw materials;

granaries with complex of automobile and railway acceptance, cleaning and drying;

machine and tractor stations on cultivation of lands for production of grain crops;

autoplant with the mechanical-repair workshop;

the scientific and practical centers with production of especially net amino acids and vitamins C by research laboratories;

production laboratory, vivarium;

other objects of agro-industrial production;

1-1.2. infrastructure facilities of agro-industrial production:

plasma and catalytic installation of cleaning and removal of industrial gases;

electric substation, steam-turbine installation (mini-combined heat and power plant);

railway park of agro-industrial production;

industrial treatment facilities, treatment facilities of economic and household and storm drains;

fire reservoirs and pumping points of fire extinguishing;

boiler rooms and objects of chemical water purification, coolers, compressor stations, underground storage tanks of the softened and zakholozhenny water;

platforms of on-site communications, on-site roads, drives and platforms;

on-site engineering networks and constructions of gas supply;

administrative and household body, table, protective constructions of civil defense;

finished goods warehouses and multicomponent raw materials, warehouses of acids and alkalis, warehouses of ammonia, molasses warehouses;

other infrastructure facilities of agro-industrial production.

2. Determine BNBK Ltd:

2.1. the organization realizing the investment project;

2.2. the customer on designing, construction and picking of objects of agro-industrial production, objects of its infrastructure, apartment apartment houses for employees of BNBK Ltd, and also objects of engineering and transport infrastructure to the territory of agro-industrial production.

3. Objects of engineering and transport infrastructure to the territory of agro-industrial production, except for water intaking constructions (artesian wells), after completion of their construction are subject to voluntary conveyance in accordance with the established procedure in state-owned property and are assigned on the right of economic maintaining (operational management) to the operational organizations without the state registration as real estate units based on deeds of conveyance of the costs made during creation of objects of engineering and transport infrastructure to the territory of agro-industrial production, and documents confirming completion of their construction and compliance of the project documentation.

The state registration of creation of the objects of engineering and transport infrastructure to the territory of agro-industrial production donated to the operational organizations according to part one of this Item, and also emergence of the rights, restrictions (encumbrances) of the rights to these objects is performed by the territorial organization for the state registration of real estate, the rights to it and transactions with it based on the statement of the relevant operational organization, deeds of conveyance of the costs made during creation of objects of engineering and transport infrastructure to the territory of agro-industrial production, and other documents determined by Council of Ministers of the Republic of Belarus.

4. Determine that:

4.1. financing of the investment project is performed at the expense of own means of BNBK Ltd raised by it credit and loan money, and also soft credits of People's Republic of China attracted by the Government of the Republic of Belarus (further - the credits of People's Republic of China);

4.2. It are provided to BNBK Ltd for construction and servicing:

objects of agro-industrial production and objects of its infrastructure, objects of the preliminary stage in the territory of Pukhovichsky district – the parcel of land Ploshchad 160,05 of hectare in lease for a period of 99 years without holding the auction on right to contract of lease of the parcel of land and collection of payment for the right of the conclusion of such agreement;

objects of engineering and transport infrastructure to the territory of agro-industrial production – the parcels of land in temporary use for construction of these objects;

apartment apartment houses for employees of BNBK Ltd in borders of settlements Amicable, Svisloch, Rudensk of Pukhovichsky district – the parcels of land in lease without holding auctions on the right of the conclusion of lease agreements of the parcels of land and collection of payment for the right of the conclusion of such agreements.

After completion of construction of water intaking constructions (artesian wells) the parcels of land necessary for their servicing are provided to BNBK Ltd in lease for a period of 99 years without holding the auction on the right of lease of the parcel of land and collection of payment for the right of its lease. Along with use of the specified parcels of land has the right to use them for the established purpose of BNBK Ltd in case of observance of conditions of branch and requirements, stipulated by the legislation, for cultivation of crops, including long-term;
