Article 1. Approve the enclosed Military doctrine of the Republic of Belarus.

article 4 of the Law of the Republic of Belarus of January 6, 2009 "About modification and amendments in some laws of the Republic of Belarus concerning the state and mobilization material reserves" (The national register of legal acts of the Republic of Belarus, 2009, No. 16, 2/1560);
article 3 of the Law of the Republic of Belarus of October 26, 2012 "About modification and amendments in some laws of the Republic of Belarus concerning fight against terrorism and counteraction to extremism" (The national legal Internet portal of the Republic of Belarus, 01.11. 2012, 2/1987);
article 1 of the Law of the Republic of Belarus of December 12, 2013 "About modification and amendments in the program laws of the Republic of Belarus" (The national legal Internet portal of the Republic of Belarus, 17.12. 2013, 2/2081).
Article 3. To Council of Ministers of the Republic of Belarus in six-months time:
provide reduction of acts of the legislation in compliance with this Law;
take other measures necessary for realization of provisions of this Law.
Article 4. This Law becomes effective after its official publication.

2. Provisions of the Military doctrine are based on results of assessment of military-political situation in the world, including the European region, the forecast of its development for the medium term, scientific research in the field of the armed protection of the Republic of Belarus, and also on the available experience of military construction and ensuring military safety. They are concretized in respect of defense of the Republic of Belarus and other documents of strategic planning of defense.
3. The legal basis of the Military doctrine is constituted by the Constitution of the Republic of Belarus, the Concept of homeland security of the Republic of Belarus, other acts of the legislation, and also the conventional principles and rules of international law, the international agreements of the Republic of Belarus.
4. In the Military doctrine the following main terms and their determinations are used:
military safety - condition of security of national interests of the Republic of Belarus from military threats;
military danger - the condition of military-political situation which is characterized by interests, intentions, opportunities, actions of the states (the coalitions of the states) and also non-state actors, including the terrorist and extremist organizations which under certain geopolitical, strategic, social and political and economic conditions can lead to the military conflict;
military organization of the state - set of military-political governing bodies, Armed Forces of the Republic of Belarus, other troops and military forming, paramilitary organizations of the Republic of Belarus (further, unless otherwise specified, - Armed Forces and other troops), the defense sector of economy with its governing bodies, other state bodies and the organizations which joint activities are directed to the solution of tasks on ensuring military safety;
military policy of the Republic of Belarus (further - military policy) - the activities of the state directed to preparation of forces and means of its military organization, determination of procedure and methods of their application for ensuring military safety, including for prevention of the military conflicts and defense of the Republic of Belarus;
military threat - the highest level of military danger in case of which the condition of the interstate or interstate relations is characterized by actions of other state (the coalition of the states), and also non-state actors, including the terrorist and extremist organizations, specifying real possibility of the military conflict;
