1. Approve Rules of transportation on the territory of the Republic of Uzbekistan of explosive materials by road transport according to appendix.

2. Enact this resolution after ten days from the moment of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

3. From coming into force of this resolution not to apply in the territory of the Republic of Uzbekistan:

The rules of transportation of explosive materials by road transport approved by Gosgortekhnadzor of the former USSR on November 22, 1988;

The instruction for transportation of explosive materials (appendix No. 5 to interstate Single safety regulations during the explosive works of 1992).

4. To impose control over the implementation of this resolution on Headquarters of security guard and patrol service and protection of public order of the Ministry of Internal Affairs of the Republic of Uzbekistan and industry inspections of the State inspection Sanoatgeokontekhnazorat.

Rules of transportation on the territory of the Republic of Uzbekistan of explosive materials road transport

These rules establish procedure for transportation, special requirements to technological movements of explosive substances, materials and products with their application, and also blasting agents of industrial function on the territory of the Republic of Uzbekistan road transport by the companies, the organizations and organizations, irrespective of patterns of ownership and departmental accessory, and determine the main requirements to the organization, technical supply and safety of transportations.

Transportation of explosive substances and military products is regulated by special rules and instructions.

Chapter I. General provisions

1. The basic concepts applied in these rules:

The special vehicle for transportation of VM - the car intended for transportation of VM according to the registration certificate of the manufacturer: station of explosive Item (SEI), laboratory of the perforating station (LPS), etc.

The specialized vehicle for transportation Vmavtomobil, the trail car, semitrailer truck of general or other purpose re-equiped for transportation of VM according to these rules.

System of information on danger (SIO) - the system notifying on danger in case of movement of the vehicle with dangerous goods and determining actions for mitigation of consequences of road accident and other incidents.

Transportation of VM - the type of activity connected with transportation of VM.

Chapter II. VM allowed to transportation by road transport

2. Explosive and pyrotechnic substances and structures, and also explosive products with them, including blasting agents, the equipped pro-pointer and explosive devices belong to the explosive materials of industrial function allowed to transportation by road transport:

1) the Explosive Substances (ES) - solid or liquid substances and mixes of substances which are capable to chemical reaction with release of gases with such intensity, temperature and pressure that it causes damage of surrounding objects, except for those substances which are not allowed to transportation (too sensitive or easily exposed to self-decomposition) or those which preferential type of danger corresponds to other class.

2) the Explosive products containing one or several explosive substances except the devices containing VV in such quantities or with such properties that their accidental ignition or initiation in the course of transportation will not lead to such manifestations as scattering, fire, smoke, heat or sound effect out of packaging.

3) the Pyrotechnic substances or products containing them i.e. substances or mixes of substances intended for production of outer effects (fire, sound, gas or smoke, or their combination) as a result of non-detonating exothermic reactions.

3. On danger degree in transit explosive materials belong to the class 1 according to EPBVR, and also the international documents (the index of dangerous substances and objects developed by Committee of experts of the UN on transportation of dangerous goods, lists of the dangerous substances permitted to transportation by road transport, the European agreement on the international road delivery of dangerous goods (DOPOG) and other recommendations about transportation of dangerous goods).

4. VV I of class divide into 6 subclasses:

1) Subclass 1.1 (BBM). The explosive and pyrotechnic substances and products capable to blow up weight.

2) Subclass 1.2 (BBP). The explosive and pyrotechnic substances and products which are not blowing up weight, but having danger of scattering and essential damage of surrounding objects in case of explosion.

3) Subclass 1.3 (GDP). The explosive and pyrotechnic substances and products allocating lump of heat when burning or which are lighting up one by one with insignificant effect of explosion, either scattering, or that and another.

4) Subclass 1.4 (BBHO). The explosive and pyrotechnic substances and products constituting insignificant explosion hazard during transportation only in case of ignition or initiation. Action of explosion is limited to packaging. The external source of initiation shall not cause instant explosion of content of packaging.

5) Subclass 1.5 (VVNCh). Explosive substances with explosion hazard the weight which are so insensitive that in case of transportation there shall not be initiation or transition from burning to detonation, and also the products containing only very insensitive detonating substances not causing accidental initiation.

6) Subclass 1.6 (VVICh). The explosive materials containing the substances, exclusively insensitive to detonation, which are not exploding weight and with low probability of accidental initiation.

5. The technical name VM to which action of these rules extends their properties and classification indicators, groups of compatibility of VM are established by appendix No. 1 to these rules.

6. VM of different groups of compatibility shall be transported separately.

7. VM of one group of compatibility, but different subclasses, it is possible to transport jointly on condition of application to them in general security measures as to VM having subclass 1.1.

8. Joint transportation by road transport of explosive materials of groups B, C, D, E, G, N and S is allowed in case of accomplishment of conditions of compatibility.

Chapter III. Preparation for transportation of VM

9. Transportation of VM and their delivery to work location shall be performed according to the instruction developed by the companies consumers according to requirements of EPBVR, these rules and taking into account specific features of production of explosive works and transportation of VM, and also local conditions. The instruction shall be approved with the State inspection Sanoatgeokontekhnazorat and law-enforcement bodies.

10. Transportation of VM by road transport according to job specifications delivery notes from manufacturing plant on warehouse of the receiver and/or from one warehouse on another, irrespective of their departmental accessory and territorial arrangement, from unloading and loading platforms to warehouses VM is made on permission? on transportation of explosive materials (further - permission?? on transportation of VM). 12. On delivery VM according to the job specification permit of the blaster from warehouses is direct to production sites of the explosive works located in the territory of the Republic of Karakalpakstan or one area, the authority for the move VM is not required. At the same time joint transportation of different groups of compatibility is allowed: explosive substances (ES), blasting agents (BA) and prostrelochno-explosive devices (PED). 13. The company consumer or, according to its order, the company carrier shall prepare the following technical documents connected with transportation of VM:

- route of transportation of VM (appendix No. 2 to these rules);

- the competency certificate of the vehicle to transportation of VM (appendix No. 3 to these rules);

- the competency certificate of the driver to transportation of VM (appendix No. 4 to these rules).

14. The choice of route of transportation is performed by the company consumer or, according to its order, the company carrier which is carrying out transportation of VM under the contract with the company consumer.

15. In case of the choice of route it is necessary to be guided by the following:

- the transportation route whenever possible shall not pass through settlements and near industrial facilities, rest areas, natural reserves and architectural monuments;

- in need of journey in large inhabited to the punktoyena to pass near spectacular, cultural and educational, educational, preschool and medical institutions, office buildings, large trading floors, markets, fairs, etc.);

16. The route of transportation of VM affirms the director and is subject to confirmation with the subsequent approval of bodies of GSBDD in the territory of which servicing there is company transporting VM or in which the vehicles transporting VM are registered.

17. For receipt of confirmation of route the company transporting VM sends to regional body of GSBDD of the data according to the list (appendix No. 5 to these rules):

- in case of the beginning and passing of route from the territory of the Republic of Karakalpakstan it is subject to confirmation GSBDD of the Ministry of Internal Affairs of the Republic of Karakalpakstan, on areas - GSBDD of the Department of Internal Affairs of areas;
