1. Approve Regulations on procedure for the organization and carrying out selection hunting it (is applied).

2. To impose control over the implementation of this resolution on the Ministry of the environment.

Regulations on procedure for the organization and carrying out selection hunting

I. General provisions

1. Regulations on procedure for the organization and carrying out selection hunting (further – the Provision) establish criteria of classification of animals, method of implementation and the organization of selection hunting.

2. In this Provision the used concepts have the following values:

selection hunting – hunting actions for production from populations of settled hunting animals (hoofed mammals) of individuals degenerate, sick, wounded, with explicit variations in behavior, both floors and all age groupes;

"selection" copy – copy from hunting type which does not correspond, from the point of view of quantity and quality genotypic characteristics, to the age and which is subject to immediate getting not to transfer undesirable signs to descendants. Selection copies are copies of both floors, from all age categories, with explicit defects of growth, abnormal trophies or in decline, injured or with explicit phenotypical variations, and also variations in behavior;

copy of "future" – the copy from hunting type carrying regular trophy, the young copy which is well developed which trophy corresponds, from the point of view of characteristics, to the age and which shall be kept to transfer its signs to descendants.

3. Selection hunting will be organized and carried out in all hunting grounds, including in the natural territories protected by the state.

4. Getting of animal species in strictly protected zones of scientific reserves, wetlands of the international value and in zone A of national parks is forbidden.

5. The number of the selection copies which are subject to production on floor and age categories and terms of application of measures for production affirm the Ministry of the environment based on the reasoned offers of the Moldsilva Agency in writing approved with Academy of Sciences of Moldova.

6. Activities for production of selection animals by the method established in Item 13 of this provision are performed based on the forest ticket issued according to provisions of the Forest code No. 887-XIII of June 21, 1996 during the whole year, except for the spring period and the period of reproduction, and in certain cases and urgently.

7. Monitoring and control of observance of this provision are performed by the State ecological inspection together with the Moldsilva Agency according to provisions of the Law No. 439-XIII of April 27, 1995 on fauna, the Law No. 1538 of February 25, 1998 on fund of the natural territories protected by the state and the Forest code No. 887-XIII of June 21, 1996.

II. Criteria of classification of animals for selection hunting

8. Criteria of classification of animals for selection hunting are established for the following types of hunting animals: roe, red deer, fallow deer, dappled deer and boar.

9. To the selection animals who are subject to selection shooting irrespective of type, belong:

1) the hunting animals of any age and floor having obviously expressed violations of the musculoskeletal device owing to availability of injuries, mutilations (lame animal, extremity fracture, incoordination of movements);

2) hunting animals with strong indications of disease and (or) depletion (movement sluggishness, passivity, cough, back obvislost, sgorblennost are characteristic of animal);

3) hunting animals with signs of obviously overdue molt (with availability of winter hair on sides and grain in July or with availability of summer hair on sides and belly in December);

4) hunting animals with loss of sight on one or both eyes;

5) hunting animals with characteristic signs of hybridization (atypical coloring of fur, form and branching of the horns not characteristic to type);

6) the old hunting animals not capable to reproduction;

7) badly developed hunting animals, with the body size not characteristic of development stage.

10. Criteria of classification of selection copies of animals for deer and roes:

1) adult males of deer and roe (is more senior than two years) with the horns having one or both pointed trunk without shoots;

2) males with horns is shorter than length of ears;

3) males with horns abnormal, atypical for this type;

4) adult males of deer (is more senior than two years) with the horns having less than four shoots;

5) the males having unequal number of shoots on horns.

11. Criteria of classification for carrying out selection hunting for boar:

1) the boar of any gender and age having motley (black-and-white) coloring, white coloring (albinos), and also animals with accurately distinguishable black spots;

2) the boar fingerlings who kept by the beginning of September striped color with longitudinal open strips.

III. Method of carrying out selection hunting

12. The method of hunting is meant as method by means of which hunting is carried out. The method of carrying out selection hunting includes the actions which are carried out in all hunting grounds, including the natural territories protected by the state, having scientific reasons and are carried out for the purpose of production from populations of animal species which do not correspond to quantity and quality genotypic characteristics of the age not to transfer undesirable signs to descendants.

13. The selection hunting which is carried out in the territory of the Republic of Moldova is allowed by the ambushes method which is carried out individually by the managing director of hunting fund from tower or from other places which are specially equipped for these purposes to places of passing of animals.
