1. Approve the enclosed Federal regulations and rules of industrial safety "Safety rules during the obtaining, transportation, use of fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions".

2. Consider not subject to application the following resolutions of Gosgortekhnadzor of Russia:

Federal regulations and rules of industrial safety "Safety rules during the obtaining, transportation, use of fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions"

I. General requirements

1. These federal regulations and rules of industrial safety "Safety rules during the obtaining, transportation, use of fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions" (further - Rules) establish the requirements aimed at providing industrial safety, the prevention of accidents, cases of industrial traumatism on objects where fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used.

2. Rules are developed according to the Federal Law of July 21, 1997 No. 116-FZ "About industrial safety of hazardous production facilities" (The Russian Federation Code, 1997, No. 30, Art. 3588; 2000, No. 33, Art. 3348; 2003, No. 2, Art. 167; 2004, No. 35, Art. 3607; 2005, No. 19, Art. 1752; 2006, No. 52, Art. 5498; 2009, No. 1, Art. 17, Art. 21; No. 52, Art. 6450; 2010, No. 30, Art. 4002; No. 31, Art. 4196; 2011, No. 27, Art. 3880, No. 30, Art. 4590, Art. 4591, Art. 4596; No. 49, Art. 7015, Art. 7025; 2012, No. 26, Art. 3446; 2013, No. 9, Art. 874; No. 27, Art. 3478).

3. Objects on which the fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions referred in accordance with the legislation of the Russian Federation to category of dangerous turn out, transported, used are subject to registration in the state register of hazardous production facilities.

4. The organizations operating objects on which fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used when implementing the specific types of activity in the field of industrial safety which are subject to licensing in accordance with the legislation of the Russian Federation shall have the corresponding licenses.

5. The organizations operating objects on which fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used in the cases established by the legislation of the Russian Federation shall develop declarations of industrial safety.

6. The organizations operating objects on which fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used shall organize and exercise in the procedure established by the legislation of the Russian Federation production control over observance of requirements of industrial safety according to the requirements established by the Government of the Russian Federation.

7. The organizations operating objects on which fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used shall sign agreements of obligatory civil liability insurance in accordance with the legislation of the Russian Federation about obligatory civil liability insurance of the owner of dangerous object for damnification.

8. The organizations operating objects on which fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used shall develop actions plans on localization and mitigation of consequences of accidents on hazardous production facilities.

9. In the cases of the organization established by the legislation of the Russian Federation where fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used, shall develop management systems industrial safety.

10. All accidents, accidents and incidents which took place on objects where fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used are subject to investigation and accounting according to the requirements established legislative, regulatory legal acts of the Russian Federation. The workplace on which there was accident or accident if it does not threaten life and human health, shall be kept prior to investigation in steady-state condition. In case of impossibility of its preserving employees of the organization shall fix the developed situation by means of schemes, video, photography equipment.

11. On objects where fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used, or for group of close located objects first-aid stations shall be organized.

12. The organizations operating objects on which fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used shall have on object on paper or electronic media the regulatory legal acts establishing requirements of industrial safety, these rules and to provide their accomplishment.

13. The project documentation on construction, reconstruction, modernization, preservation and liquidation of objects where fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used, is subject to examination in accordance with the legislation of the Russian Federation.

14. In the course of construction, the reconstruction, capital repairs, modernization, preservation and liquidation of hazardous production facility of the organization which developed the corresponding documentation in accordance with the established procedure exercise designer's service.

15. The organizations operating objects on which fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used shall provide completeness of the staff of workers and allow to work of persons meeting the conforming qualification requirements and not having medical contraindications.

16. In the cases of the organization established by the legislation of the Russian Federation, the operating objects on which fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used shall provide preparation and certification of heads, specialists in the field of industrial safety.

17. In the organizations operating objects on which fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used technical leads, heads of structural divisions, specialists of engineering services and their deputies shall have the higher education on professional profile.

18. The workers occupied at works with harmful and (or) dangerous working conditions and also at the works connected with traffic circulation undergo obligatory preliminary (in case of revenues to work) and periodic (for persons aged till 21 year - annual) medical examinations for determination of suitability of these workers for accomplishment of the charged work and the prevention of occupational diseases. According to medical recommendations the specified workers have extraordinary medical examinations. To members of DGSD preliminary and periodic medical examinations for determination of suitability to work in the gas-isolating equipment are performed.

Safety requirements of engineering procedures and technical devices

19. Engineering procedures shall be performed according to technical and technology documentation, cards, instructions (technology, on operation, in the order of start-up and stop of aggregates, production) which shall be on workplaces for conducting engineering procedure.

Safety requirements of engineering procedures and these rules can contain in any of the listed documents. Variations from conducting engineering procedure shall be reflected in the magazine of acceptance and delivery of change.

By transfer of change all devices and security aids according to obligations transferring change shall be checked.

Results of survey shall be registered acceptance and delivery of change. The found defects shall be eliminated.

Records and documentation of procedures are possible as in paper, and in electronic form. Exceptions constitute forms, requirements to which oblige maintaining them in paper form.

20. The developed instructions containing requirements for industrial safety, conducting engineering procedures, maintenance and repair of the equipment affirm and reviewed according to the procedure, established in the organization.

21. In case of development of new productions, engineering procedures and technical devices the temporary instructions ensuring safety in case of accomplishment of the specified works shall be developed. Duration of action of the temporary instruction no more than one year since the beginning of development of new production.

22. Actions for providing vzryvopozharobezopasnost which affirm according to the procedure, established in the organization are developed for the enacted explosion-fire-hazardous productions and engineering procedures for carrying out commissioning.

23. At the metallurgical and coke-chemical companies the procedure for the organization of works of the increased danger shall be developed and approved by the head of the organization.

24. On working platforms of melting aggregates and other places of possible hit of the melted metal and (or) slag, and also in priyamka of melting aggregates availability of moisture, easily decaying materials and substances capable to interact with fusions is not allowed.

It is necessary merge slag and remaining balance of metal from ladle upon termination of pouring in dry ladles or specially equipped polygons. Plums on the earth or in hole are not allowed.

25. Loading of wet furnace charge and materials in the aggregates containing the melted metal and (or) slag and also the melted metal and (or) slag in the aggregates or vessels containing moisture or wet materials is not allowed. Extreme furnace charge moisture content, loaded into melting aggregates, is determined by the technology instruction.

26. The danger area for finding of people near metallurgical aggregates shall be determined by the project documentation. The danger area for finding of people shall be accurately designated.

27. For the prevention of workers under the working platform, on the foundry yard, in all passes to the danger area, about the forthcoming transactions: filling (filling up), purge (mixing of fusions, introduction of additives and other transactions), pouring - shall be effective the light-sound alarm system.

Temporary setup of signals shall correspond to time of exit of workers from danger areas.

Finding of strangers during these periods in the danger area is forbidden.

28. By preparation of the metallurgical aggregate for fusion release finding of people opposite to the outlet is not allowed.

29. Finding of workers under the metallurgical aggregate after fusion of furnace charge is not allowed.

30. Information on danger areas and operation of the light-sound alarm system shall be reflected in instructions for workers.

31. Operation of melting aggregates in case of depressurization of system of water chilling of these aggregates is forbidden.

32. The technical devices and communications used when carrying out the engineering procedures connected using (formation) of explosion-fire-hazardous or dangerous substances shall be hermetic. In case of impossibility of complete sealing of the equipment of the place of release of dangerous substances shall be equipped with control facilities of the circle and be equipped with local suctions.

33. At each company the control service of explosion safety of scrap metal shall be created and the responsible control specialist is appointed.

The companies in which scrap metal arrives in the form of furnace charge shall organize visual inspection of scrap metal and control of the accompanying document certifying explosion safety of each batch of scrap metal.

34. Loading of hollow objects in troughs, scoops, box, tubs, ladles for their further use as furnace charge for steel-smelting aggregates is forbidden. They shall be neutralized, exempted and divided into parts.

35. Finding of people in loading area is not allowed by grab or magnetic cranes.

36. Subediting manually of scrap in troughs, boxes, scoops shall be made only after departure of the crane aside.

37. Persons controlling filling of charging tubs shall be in the safe place.

38. Upon termination of loading of metal furnace charge in troughs, scoops, box, tub the ends of scrap shall not act or hang down over their edges, and locks of troughs shall be cleared and checked.

39. Subediting of scrap in case of movement of the train is not allowed.

40. Scrap metal before loading in the aggregate shall be prepared according to requirements of the technology instruction.

41. Socks of ladles shall be cleared of scrap and are filled.

42. Draining of slag from ladles and mixers shall be mechanized. Slag shall merge in slag ladles and be exported timely from department. Draining of slag in case of idle aspiration system on catching of gases and graphite is not allowed.

43. The discharge of fusion in the ladles which left repair is allowed to make only after their careful drying and warming up.

44. Ladles shall correspond to specifications of manufacturing plant.

45. Without project building-up of ladle for increase in its reservoir is not allowed.

46. It is not allowed to apply the ladles having sinks, cracks in walls and in places of fixture of pins and also the ladles which got out of shape owing to deformation and having rolling of pins in ladle body.

47. Transportation of ladles by hoisting cranes shall be made with the help traverse, corresponding to specifications on their production. Temperature condition of work traverse shall correspond to conditions on their operation.

48. Ladles shall be established only in specially allotted places. Platforms on which ladles are established shall be horizontal.

49. Filling of ladles and all types of reservoirs by fusion to the level exceeding requirements of the instruction of manufacturing plant is not allowed.

50. Metalwork and the equipment shall be cleared of deposits regularly.

51. The axis of drain opening of the chugunovozny ladle established under discharge shall match with axis of filling ladle.

52. The ores loaded into furnaces, ferroalloys and other materials shall be previously dry-through or calcinated. Giving of raw materials in fusion is not allowed.

53. All types of reservoirs for fusion shall be cleared of garbage and are dried before filling of fusion in them.

It is not allowed to load slag into ladle with garbage or raw filling material.

54. The device and arrangement of granaries shall ensure convenience and safety of works.

55. Movement by the ladle crane with fusion shall be made smoothly and only in one direction. Simultaneous movement of ladle with fusion in the horizontal direction in case of its rise or lowering is not allowed.

56. The safe method of draft of slag is determined by the technology instruction.

57. The slag deposit on operational development and release of melting by wet materials and water is not allowed.

58. During descent of slag hit of metal in ladles shall not be allowed.

59. Materials, prisazhivayemy in the furnace during melting operational development, shall be dry and move in the portions excluding emissions from the furnace. Additive of materials shall be performed in case of reduction of thermal loading of the furnace according to the technology instruction.

60. Furma for purge of liquid metal shall be dry-through and warmed up by gases in the special furnace up to the temperature regulated by technology instructions.

61. The lubrication system of mechanisms shall be hermetic. All hardly accessible, and also often greased nodes of mechanisms in case of their significant amount shall have the centralized automated lubrication system.

62. Technical devices (processing equipment, aggregates, machines and mechanisms, technical systems and complexes, devices and devices), including foreign production, applied on hazardous production facilities of metal industry shall conform to requirements of federal regulations and rules of industrial safety, technical regulations, the project documentation, documentation of manufacturing plants.

63. On all technical devices which are available in the organization the relevant operational documents shall be prepared.

64. Operation of technical devices shall be performed according to requirements of the technology instructions developed based on the project documentation taking into account working conditions and requirements of these rules.

65. Only the qualified operational and maintenance force is allowed to operation of technical devices.

66. Security systems of the technical device or the aggregate shall function so that the begun their action was carried to full implementation of their function. Return of security system to initial condition shall require consecutive actions of the operator.

67. On workplace of technology personnel, for control of safe condition of the equipment, there shall be schedule of execution of scheduled maintenance (running repairs) of the equipment with mark about accomplishment of each type (stage) of works (servicing) maintenance force irrespective of its belonging to this organization.

68. The tools and devices used for servicing of technical devices shall conform to safety requirements and the performed work.

69. The tools and devices used in explosion-fire-hazardous zones and rooms shall not give sparks during the work with them.

70. Operation of defective technical devices, and also use of defective devices and tools is forbidden.

71. Manual lubricant of the rotating and moving mechanisms is prohibited.

72. Admissible noise levels and vibrations on workplaces shall not exceed the values established in the project documentation.

73. Conducting explosive works, storage, issue and accounting of explosives and blasting agents shall conform to the existing requirements.

74. Maximum permissible values of intensity and density of flow of energy of the electromagnetic field on workplaces of production personnel shall meet the existing requirements.

75. For protection of workers against sources of radiant and convective thermal flows measures for their protection against possible overheating shall be taken.

76. When using at the companies of radioactive materials requirements of existing rules of radiation safety shall be observed.

77. Works with radioactive materials shall be performed according to the production instruction.

78. The vessels having limit of the Section of phases of working environment in need of control of level of liquid in them shall be equipped with indexes of level. Need of installation on vessels of sound, light and other signaling devices, and also blocking is determined by level by the project.

79. In places of the increased danger and arrangement of technical devices precautionary posters shall be hung out, signs of safety are established or the sound (light) alarm system is arranged.

80. The procedure for carrying out testing of prototypes of technical devices shall conform to the existing requirements.

81. Trolls for food of electric motors of the carts transporting fusions shall be protected from hit on them of sparks and splashes of metal.

82. If flexible cables are applied to food of electric motors, then they shall be reliably protected from splashes of metal and mechanical damages.

83. The ladles established for slag acceptance shall be dry. Descent of slag in ladles in which there are crude or oiled materials is not allowed.

84. Half of the working platform in installation sites of ladles shall be dry.

85. The arrangement of mazutoprovod over furnaces is not allowed.

86. Account tanks with fuel oil shall be established at distance at least 5 m from furnaces and shall be protected by special screens from heating by thermal radiation. Have tanks over furnaces it is not allowed.

87. For fuel oil descent in case of fire account tanks shall be connected by the closed pipelines to special reservoirs. Overflow tubes of account tanks shall be brought to these reservoirs.

88. Access working in tanks for fuel oil or pitch can be made only after disconnection of tanks from pipelines, emptying, steaming, airing and the analysis of air in them on hazardous substance content.

89. When finding workers in tanks during the whole time all hatches of tank shall be open for fuel oil.

90. If when opening hatches airing of black oil tanks is not provided, artificial airing shall be applied.

91. During the work of service personnel in black oil tank explosion-proof lamps no more than 12 volts shall be used to lighting. Inclusion and shutdown of lamps shall be made outside of tanks.

92. In systems of hydraulic actuators of metallurgical machines nonflammable (low-combustible) and non-toxical liquids shall be applied. In case of application fire-proof actions shall be provided in hydraulic actuators of combustible oils by the project.

93. The condition of cables and load gripping devices of cranes and the special container applied to delivery of burdening and filling materials shall conform to requirements of industrial safety in case of the device and operation of hoisting cranes.

94. The technology container after production or repair is subject to survey. The container shall be marked with indication of sequence number and load-carrying capacity and to be used for designated purpose.

95. The container and traverses shall correspond to specifications on production, be inspected periodically by person responsible for their operation, at the scheduled time. Results of survey shall be registered in the magazine.

Requirements to placement of technical devices and workplaces

96. On the production site where there is possibility of injuring of workers from fusions, rooms for protection of workers shall be arranged.

97. Control panels of aggregates shall be located in the safe place and provide visibility of the aggregate and the carried-out works on the platform.

98. Windows of panels shall be glazed by special glasses with the heatreflecting coverings and are equipped with the removable metal gauzes or special filters which are not reducing visibility to the operator (driver) in case of transportation and loading of materials to the aggregate. Windows of control panels in which hit of splashes of fusion is possible shall be equipped according to the project documentation.

99. Rooms in the danger area shall have at least two entrances (exits) located from counter parties. Doors of entrances (exits) shall open outside and not have internal locks.
