About approval of the Regulations on instructing, training and examination concerning fire safety in the Ministry of Internal Affairs of Ukraine

According to article 40 of the Code of civil protection of Ukraine, the resolution of the Cabinet of Ministers of Ukraine of June 26, 2013 "About approval of the Procedure of training of the population in actions in emergency situations" and for the purpose of ensuring instructing, doctrines and examination on fire safety of persons whose work is connected with the raised fire risk in the Ministry of Internal Affairs of Ukraine I order to No. 444:

1. Approve Regulations on instructing, training and examination concerning fire safety in the Ministry of Internal Affairs of Ukraine which is applied.

2. To department of providing and communication of the Ministry of Internal Affairs (Shaliyevskaya L. I.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. To impose control of execution of this order on the deputy minister of internal affairs - the chief of staff Takhtaya of A.V.

4. This order becomes effective from the date of its official publication.

Regulations on instructing, training and examination concerning fire safety in the Ministry of Internal Affairs of Ukraine

I. General provisions

1. This Provision determines the procedure of briefings and training in fire safety of government employees and workers of the office of the Ministry of Internal Affairs, the territorial authorities, organizations and companies relating to the sphere of the Department of MIA (further - employees of the Ministry of Internal Affairs), the military personnel and employees of principal organ of military management of National guard of Ukraine, operativnoterritorialny associations of NSU, connections, military units, the highest military educational institutions, teaching military units (centers), bases, healthcare institutions and organizations which are not part of operational and territorial connections of NSU (further - staff of NSU), and also checks of their knowledge in this sphere.

2. Employees of the Ministry of Internal Affairs, staff of NSU shall:

in case of employment (service) and on place of employment (service) to undergo instructing in questions of fire safety (further - fire-proof instructing);

be trained (fire and technical minimum) and examination concerning fire safety.

3. The organization of timely and high-quality carrying out fire-proof instructing, training and examination for fire safety in the territorial authorities, organizations, institutions and the companies belonging to the sphere of the Department of MIA and also in the territories in which they are located is assigned to their heads.

4. The list of positions in case of appointment to which employees of the Ministry of Internal Affairs, staff of NSU shall be trained (fire and technical minimum) and examination concerning fire safety (further - the List of positions), are given in appendix 1 to this Provision.

5. The admission to accomplishment of the job (functional) responsibilities connected with the raised fire risk of employees of the Ministry of Internal Affairs, the staff of NSU which did not undergo fire-proof instructing, training and examination concerning fire safety is forbidden.

II. Fire-proof instructing

1. Fire-proof instructing is carried out for:

all employees of the Ministry of Internal Affairs, staff of NSU who are employed (service);

persons which arrived to governing body of the Ministry of Internal Affairs in business trip (on training, training) also shall take part in accomplishment of the tasks assigned to governing body of the Ministry of Internal Affairs;

cadets, listeners, graduate students and doctoral candidates of educational institutions;

other persons which are carrying out repair or other work in governing bodies of the Ministry of Internal Affairs.

2. It is instructed as in the room which is specially equipped for this purpose with use necessary program and methodical and appliances taking into account features of division, and it is direct on workplace of the worker prior to accomplishment of the job descriptions (functional obligations).

3. Programs of instructing are developed:

in the office of the Ministry of Internal Affairs - person responsible for fire safety;

in the territorial authorities, organizations, institutions and the companies belonging to the sphere of the Department of MIA, principal organ of military management of National guard of Ukraine, operational and territorial associations of NSU, connections, military units, military educational institutions, teaching military units (centers), bases, healthcare institutions and organizations which are not part of operational and territorial associations of NSU - person responsible for fire safety, in coordination with department of fire safety of Department of state-owned property and resources of the Ministry of Internal Affairs (further - OPB Ministry of Internal Affairs).

4. The examination is performed by the worker of OPB Ministry of Internal Affairs.

5. The approximate list of questions with which it is necessary to acquaint employees of the Ministry of Internal Affairs, staff of NSU during fire-proof instructing is given in appendix 2 to this Provision.

6. Planned fire-proof instructing is carried out with all employees of the Ministry of Internal Affairs, staff of NSU at least once a year.

7. Unplanned instructing is carried out in the room specially allotted for this purpose in case:

adoptions of new regulatory legal acts concerning fire safety (regulations, rules, instructions, provisions) or modification and amendments in operating;

changes of engineering procedure, application new or changes or upgrades of the existing fire-dangerous equipment;

identifications of the facts of unsatisfactory knowledge by workers of the fire safety regulations in Ukraine approved by the order of the Ministry of Internal Affairs of December 30, 2014 No. 1417, registered in the Ministry of Justice of Ukraine on March 5, 2015 at No. 252/26697 (further - Fire safety regulations), inabilities to be effective in case of fire and to use emergency firefighting equipment.
