Requirements to anti-terrorist security of objects (territories) of the Ministry of Construction and Housing and Communal Services of the Russian Federation and the organizations which are under its authority

I. General provisions

1. These requirements establish procedure for ensuring anti-terrorist security of objects (territories) which owners are the Ministry of Construction and Housing and Communal Services of the Russian Federation and the organization which are under its authority (further - body (organizations).

In these requirements objects (territories) are understood as complexes technologically and technically the buildings connected among themselves, structures, constructions and systems, and also certain buildings, structures and constructions.

2. These requirements do not extend on:

a) objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation;

b) the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection, procedure for control of the equipment and operation of the specified technical means of protection;

c) objects (territories), requirements to which anti-terrorist security are approved by other acts of the Government of the Russian Federation.

3. Responsibility for ensuring anti-terrorist security of object (territory) is conferred on the head of body (organization).

4. Anti-terrorist security of objects (territories) is provided in the way:

a) carrying out categorization and certification of objects (territories);

b) realization of the objects (territories) of actions for ensuring anti-terrorist security of these objects (territories) corresponding to categories;

c) responses of the officials responsible for ensuring anti-terrorist security of objects (territories), to threats of making or to making of acts of terrorism on objects (territories);

d) informing public authorities on threats of making or on making of acts of terrorism on objects (territories);

e) control of accomplishment of these requirements on objects (territories).

II. Categorization of objects (territories) and procedure for its carrying out

5. Categorization of objects (territories) is performed for the purpose of establishment of the differentiated requirements to ensuring their anti-terrorist security.

6. Categorization of objects (territories) is performed based on the following criteria:

a) the degree of threat to making of act of terrorism on object (territory);

b) the possible number of people who can suffer when making act of terrorism on object (territory);

c) potential material damage and damage to the surrounding environment which can be caused as a result of making of act of terrorism on object (territory).

7. The following categories of objects (territories) are established:

a) objects (territories) of the first category including:

objects (territories) located in the territory of subject of the Russian Federation in which within the last 12 months it is made (attempts to making are made) 5 and more acts of terrorism;

objects (territories) as a result of making of act of terrorism on which the predicted number of victims will make more than 50 people;

objects (territories) as a result of making of act of terrorism on which the predicted size of economic damage will constitute more than 50 million rubles;

b) objects (territories) of the second category including:

objects (territories) located in the territory of subject of the Russian Federation in which within the last 12 months it is made (attempts to making are made) to 5 acts of terrorism;

objects (territories) as a result of making of act of terrorism on which the predicted number of victims will make from 10 to 50 people;

objects (territories) as a result of making of act of terrorism on which the predicted size of economic damage will constitute from 1 to 50 million rubles;

c) objects (territories) of the third category including:

objects (territories) located in the territory of subject of the Russian Federation in which within the last 12 months acts of terrorism and (or) attempts to their making are not fixed;

objects (territories) as a result of making of act of terrorism on which the predicted number of victims will make less than 10 people;

objects (territories) as a result of making of act of terrorism on which the predicted size of economic damage will constitute less than 1 million rubles.

8. The category depending on the highest quantitative index of any of the criteria of categorization specified in Item 7 of these requirements is appropriated to object (territory).

9. Categorization is performed concerning the functioning (operated) objects (territories).
