According to article 16-1 of the Law of Ukraine "About financial services and state regulation of the markets of financial services", to Items 11 and 12 of the Regulations on the National commission performing state regulation in the sphere of the markets of financial services, No. 1070 approved by the Presidential decree of Ukraine of November 23, 2011 the National commission performing state regulation in the sphere of the markets of financial services decided:

1. Approve Regulations on procedure for supervision on the consolidated basis of non-bank financial groups in which overwhelming activities are performed by financial institutions, supervision of which is exercised by the National commission performing state regulation in the sphere of the markets of financial services which is applied.

2. To provide to controllers of non-bank financial groups submission of documents, stipulated in Item 2 Sections II of Provisions on procedure for supervision on the consolidated basis of non-bank financial groups in which overwhelming activities are performed by financial institutions, supervision of which is exercised by the National commission performing state regulation in the sphere of the markets of financial services within 60 calendar days from the effective date of this order.

3. To submit to department of methodology, standards of regulation and supervision of financial institutions together with department of legal providing and maintaining the register of financial institutions this order to the Ministry of Justice of Ukraine for state registration.

4. To provide to the sector of public relations and the protocol promulgation of this order after its state registration.

5. This order becomes effective from the date of its official publication.

6. Control over the implementation of this order to assign to the member Natskomfinuslug Zaletov A. N.

Regulations on procedure for supervision on the consolidated basis of non-bank financial groups in which overwhelming activities are performed by financial institutions, supervision of which is exercised by the National commission performing state regulation in the sphere of the markets of financial services,

I. General provisions

1. This Provision is developed according to the Law of Ukraine "About financial services and state regulation of the markets of financial services" and establishes requirements to activities of non-bank financial groups, procedure for identification of non-bank financial group in which overwhelming activities are performed by non-bank financial institution (non-bank financial institutions), supervision of which (which) performs Natskomfinuslug (further non-bank financial group), procedure for recognition of Natskomfinuslug of non-bank financial groups, criteria of determination of subgroups within non-bank financial group, the requirement to the responsible person of non-bank financial group (further the responsible person) and procedure for coordination of its candidate Natskomfinuslug, and also procedures: messages on changes of structure of property of non-bank financial group, derecognition of non-bank financial group and submission of the reporting by non-bank financial group.

2. In this Provision terms are used in the following values:
