3) the order of the Minister of Culture and Information of the Republic of Kazakhstan of December 3, 2013 No. 280 "About introduction of amendments to the order of the Minister of Culture and Information of the Republic of Kazakhstan of April 12, 2007 No. 110 "About approval of Rules of employee assessment of the state organizations of culture" (registered in the Register of state registration of regulatory legal acts for No. 9058, No. 8 published in the Kazakhstanskaya Pravda newspaper of January 15, 2014 (27629).
3. To provide to service of personnel management of the Ministry of Culture and sport of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order the direction of its copies in graphical format in full accordance with the original for official publication in information system of law of Ad_let;
3) within ten calendar days from the date of state registration of this order the direction in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" of copies of this order in paper and electronic type, persons assured by the digital signature, the representative to sign this order, for official publication, inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan, the State register of regulatory legal acts of the Republic of Kazakhstan;
4) after official publication placement of this order on Internet resource of the Ministry of Culture and sport of the Republic of Kazakhstan;
5) submission to Department of legal service of the Ministry of Culture and sport of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item within ten working days from the date of execution of action.
4. To impose control of execution of this order on the Responsible secretary of the Ministry of Culture and sport of the Republic of Kazakhstan.
5. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules and conditions of carrying out certification of civil servants of the state organizations of culture (further - Rules) determine procedure and conditions of carrying out certification of civil servants of the state organizations of culture (further - employees).
2. Certification of employees is performed for the purpose of determination of level of compliance of knowledge and qualification of employees to qualification characteristics to the position held by them and/or qualification category for which they apply.
3. The main evaluation criterion in case of certification is the capability of employees to carry out the functional obligations assigned to them.
4. The employees who are the first heads of the republican organizations of culture and their deputies, are certified by certifying commission under authorized body in the field of culture.
The employees who are the first heads of the organizations of culture of local executive bodies of areas, cities of republican value, the capital, areas and their deputies are certified by the corresponding certifying commissions under local executive bodies of areas, cities of republican value, the capital, areas.
5. Certifications are subject all employees, except for the expectant mothers who provided the medical certificate about pregnancy during certification.
Employees are subject to certification after each next three years of stay on civil service, but not earlier than one year from the date of the occupation them this position.

For carrying out certification for increase in qualification category at the initiative of employees, before the expiration of the terms specified in Item 5 of these rules they submit the application in any form addressed to person, the representative to appoint employees. Employees undergo certification ahead of schedule according to the procedure and on the conditions established by Chapter 2 of these rules.
6. Certification includes the following stages:
1) preparation for carrying out certification;
2) testing of employees;
3) the interview with the employee conducted by certifying commission;
4) decision by certifying commission.
