Approve the enclosed Rules of coordination of the project of strategy of social and economic development of the subject of the Russian Federation regarding powers of the Russian Federation in objects of joint maintaining the Russian Federation and subjects of the Russian Federation with the documents of strategic planning developed and approved (approved) public authorities of the Russian Federation.

Rules of coordination of the project of strategy of social and economic development of the subject of the Russian Federation regarding powers of the Russian Federation in objects of joint maintaining the Russian Federation and subjects of the Russian Federation with the documents of strategic planning developed and approved (approved) public authorities of the Russian Federation

1. These rules establish procedure for coordination of the project of strategy of social and economic development of the subject of the Russian Federation (further - the project) regarding powers of the Russian Federation in objects of joint maintaining the Russian Federation and subjects of the Russian Federation with the documents of strategic planning developed and approved (approved) public authorities of the Russian Federation.

2. Coordination of the project is performed regarding its compliance to priorities and purposes of social and economic development of the Russian Federation and ensuring national security of the Russian Federation regarding powers of the Russian Federation in objects of joint maintaining the Russian Federation and subjects of the Russian Federation.

3. Consideration of the project is performed by means of use of federal information system of strategic planning (further - information system).

4. The public authority of the subject of the Russian Federation to which powers preparation of the project belongs (further - public authority of the subject of the Russian Federation) places the project and the proving materials in information system.

The proving materials include the statistical, analytical, cartographic and other materials determining and illustrating basic provisions of the project.

5. The period of consideration of the project shall not exceed 3 months from the date of accommodation of the subject of the Russian Federation of the project by public authority in information system.

6. The Ministry of Economic Development of the Russian Federation within 3 working days from the date of accommodation of the subject of the Russian Federation of the project by public authority in information system determines the list of the federal executive bodies participating in consideration of the project (further - federal executive bodies), and informs them with use of information system on placement of the project.

7. Federal executive bodies consider the project regarding its compliance to the priorities, purposes, tasks and the planned indicators determined in the documents of strategic planning developed and approved (approved) by public authorities of the Russian Federation in the respective areas:

a) education, science, culture, physical culture and sport;

b) health care;

c) social protection, including social security;

d) environmental management;

e) environmental protection and providing ecological safety, especially protected natural territories;

e) ownership, use and order of the earth, subsoil, water and other natural resources;

g) protection of the population and territories against emergency situations and liquidation of their consequences;

h) protection of the primordial habitat and traditional conduct of life of small ethnic communities, protection of the rights of ethnic minorities;

i) international and foreign economic relations of subjects of the Russian Federation.

8. The Ministry of Economic Development of the Russian Federation considers the project regarding its compliance to the main indicators of regional development of the forecast of social and economic development of the Russian Federation for the long-term period, to the priorities and the directions of regional development of the Russian Federation containing in the strategy of social and economic development of the Russian Federation, to the purposes, tasks, target indicators and provisions of strategy of spatial development of the Russian Federation, and also actions of strategy of social and economic development of the macroregion within which there is subject of the Russian Federation.

9. The ministry of the Russian Federation for the North Caucasus and the Ministry of the Russian Federation of development of the Far East and the Arctic is considered by projects of strategy of social and economic development of the subjects of the Russian Federation which are part of the North Caucasian Federal District and the Far Eastern Federal District respectively regarding their compliance to actions of strategy of social and economic development of the macroregion within which there is subject of the Russian Federation, and also regarding their coordination with actions of strategy of social and economic development of other subjects of the Russian Federation entering the specified federal districts.

10. The term of consideration of the project by the Ministry of Economic Development of the Russian Federation cannot exceed one month from the date of accommodation of the subject of the Russian Federation of the project by public authority in information system.

The term of consideration of the project federal executive bodies cannot exceed one month from the date of receipt to them from the Ministry of Economic Development of the Russian Federation of information on placement of the project in information system.

11. Following the results of consideration federal executive bodies place in information system of the conclusion on the project. In case of lack of such conclusions in information system in stipulated in Item 10 these rules term the project is considered approved with the specified federal executive bodies.

12. In case of lack of the negative conclusions of federal executive bodies and notes of the Ministry of Economic Development of the Russian Federation according to the Ministry project within 5 working days after the expiration, stipulated in Item 10 these rules, prepares the conclusion about coordination of the project (the positive summary conclusion).
