3. To department on asset management of the Ministry for Investments and Development of the Republic of Kazakhstan (Zakiryanova A. Zh.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.

4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules and conditions of carrying out certification of civil servants of the Ministry for Investments and Development of the Republic of Kazakhstan, its departments and their territorial authorities subordinated to the Ministry for Investments and Development of the Republic of Kazakhstan of public institutions, state companies

1. General provisions

1. These rules and conditions of carrying out certification of civil servants of the Ministry for Investments and Development of the Republic of Kazakhstan, its departments and their territorial authorities subordinated to the Ministry for Investments and Development of the Republic of Kazakhstan of public institutions, the state companies (further – Rules) are developed according to Item 7 of Article 139 of the Labor code of the Republic of Kazakhstan of November 23, 2015 and determine procedure and conditions of carrying out certification of civil servants of the Ministry for Investments and Development of the Republic of Kazakhstan, its departments and their territorial authorities subordinated to the Ministry for Investments and Development of the Republic of Kazakhstan of public institutions, the state companies (further – employees).

These Rules do not extend to heads of the state companies which certification is performed according to the order of the Minister of national economy of the Republic of Kazakhstan of February 2, 2015 No. 70 "About approval of Rules of appointment and certification of the head of the state company, and also coordination of its candidate" (registered in the Register of state registration of regulatory legal acts for No. 10379).

3. Certification of employees – periodically performed procedure for determination of level of professional and qualification training of employees, their business qualities, and also their compliance to qualification categories.

4. The main evaluation criterion in case of certification is the capability of employees to carry out the obligations assigned to them.

5. Certification includes the following stages:

1) preparation for carrying out certification;

2) the interview with the employee conducted by certifying commission;

3) decision of certifying commission.

2. Certification conditions

6. Certifications are subject all employees, except for expectant mothers with pregnancy term twelve and more weeks.

7. Employees undergo certification after each next three years of stay on civil service, but not earlier than six months from the date of the occupation of this position.

At the same time certification is carried out no later than six months from the date of approach of the specified term.

The employees who are on child care leave are certified not earlier than in six months after entry into service.

Certification of employees can be carried out before the expiration of the specified terms according to their statement.

3. Procedure for carrying out certification

Preparation for carrying out certification will be organized by personnel service of the Ministry for Investments and Development of the Republic of Kazakhstan, its departments and their territorial authorities subordinated to the Ministry for Investments and Development of the Republic of Kazakhstan of public institutions, the state companies (further – the certifying body) at the request of his head, and includes the following events:

1) preparation of necessary documents for certified;

2) schedule development of carrying out certification;

3) determination of structure of certifying commissions;

4) the organization of explanatory work about the purposes and procedure for carrying out certification;

5) preparation of questions for holding interview, the approved certifying commission.
