ORDER OF THE GOVERNMENT OF THE REPUBLIC OF MOLDOVA

About the Center for the public centralized procurements in health care

(as amended on 27-12-2023)

1. Found the Center for the public centralized procurements in health care as non-commercial public organization with financial autonomy in which the Ministry of Health is founder.

2. Approve:

1) Regulations on the organization and functioning of the Center for the public centralized procurements in health care, according to appendix No. 1;

2) Charges for public procurements in health care, according to appendix No. 2;

3) Regulations on the public centralized procurements of goods and services for needs in health care system, according to appendix No. 3;

4) Changes and additions which are made to some orders of the Government, according to appendix No. 4.

3. Establish the extreme number of staff of the Center for the public centralized procurements in health care in number of 55 units.

4. Financing of the device and personnel of the Center for the public centralized procurements in health care will be performed at the expense of the money received from employed.

5. Recognize invalid some orders of the Government, according to appendix No. 5.

6. The procedures of purchases of drugs, other means of medical appointment, medical products, specialized medical transport, services in servicing of the medical products and information systems included in the medical Register, services in processing and utilization of medical waste, initiated by the Agency on drugs, medical products, specialized medical transports, services in servicing of the medical products and information systems included in the medical Register, to services in processing and utilization of medical waste before the date of entry into force of this resolution irrespective of stage at which they are to transfer to the Center for the public centralized procurements in health care according to the existing normative and legal acts.

7. To the Ministry of Health within a month from the effective date this resolution:

1) to provide necessary conditions for implementation of proper activities of the Center for the public centralized procurements in health care;

2) to bring the documentation into accord with this resolution.

Regulations on the organization and functioning of the Center for the public centralized procurements in health care

I. General provisions

1. The regulations on the organization and functioning of the Center for the public centralized procurements in health care (further – the Provision) regulate procedure for the organization and implementation of actions of the Center for the public centralized procurements in health care (further – the Center).

2. The center is the non-commercial public organization with financial autonomy which is acting on the basis of the principles of self-government in which the Ministry of Health is founder.

3. The center as the central purchasing body plans and performs procedures of the public centralized procurements of drugs, others of means of medical appointment, medical products, specialized medical transport, services in servicing of the medical products and information systems included in the medical Register, services in processing and utilization of medical waste awards agreements on public procurements, and also estimates, exercises control and checks execution of agreements on public procurements of drugs, other means of medical appointment, medical products, specialized medical transport, services in servicing of the medical products and information systems included in the medical Register, services in processing and utilization of medical waste for needs in health care system at the expense of means of the government budget, budgets of administrative and territorial units financial resources of public organizations, means of funds of compulsory medical insurance, external loans relating to straight lines or the guaranteed state debts.

4. The center has the status of the legal entity, is located in mun. Chisinau, Grigor Blvd. Viera, 22/2, has own seal, budget and special treasurer accounts and other necessary attributes.
