1. Approve the enclosed Technique on the organization of work of interviewers and calculation of cost of their services.

2. According to the statistics to provide the Ministries of national economy of the Republic of Kazakhstan to management of planning of statistical activities together with Legal management of Committee in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The republican center for legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resources of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan.

3. To management of planning of statistical activities of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan to bring this order to structural divisions and territorial authorities of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan for management and use in work.

4. I reserve control of execution of this order.

5. This order becomes effective after ten calendar days from the date of the first official publication.

Technique on the organization of work of interviewers and calculation of cost of their services

Chapter 1. General provisions

1. The technique on the organization of work of interviewers and calculation of cost of their services (further - the Technique) belongs to the statistical methodology created according to international standards and approved according to the Law of the Republic of Kazakhstan of March 19, 2010 "About the state statistics" (further - the Law).

2. This Technique determines the main aspects and methods of holding poll of respondents (further - the subject of poll) in the course of nation-wide statistical observation.

3. This Technique is applied by Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan, and also its territorial authorities when carrying out nation-wide statistical observation.

4. In this Technique concepts of the values determined in the Law and also the following determinations are used:

1) the interviewer - person (the worker involved according to the services agreement with territorial authorities of statistics) performing poll of subjects for carrying out statistical observations (inspections);

2) overall performance of the interviewer - achievement of effective objective with the smallest costs of time for the subject of poll;

3) selection - the separate line items from qualifiers, nomenclatures and reference books used in case of collection and processing of statistical data;

4) the supervisor - the official of territorial authority exercising control of work of interviewers.

Chapter 2. The main functions of the interviewer when holding poll

3) carrying out observation by visit by the interviewer of the subject of poll and filling of the form of statistical form according to the instruction;

4) creation of the report on carrying out observation and representation of the filled statistical form following the results of observation in territorial authority at the scheduled time the Plan of statistical works for the corresponding accounting year.

7. Before holding poll by the interviewer the purpose of observation speaks to the subject of poll and approximate time which will occupy interview is reported.

8. When holding poll the interviewer reports to the subject of poll that it signed the commitment letter in territorial authority about preserving confidentiality of the data received from the subject of poll during data collection and after the end of observation.
