According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 No. 200, Board of the Eurasian economic commission for the purpose of enhancement of mechanisms of forming and maintaining the unified register of the issued approvals like the vehicle, approvals like the chassis, safety construction certificates of the vehicle and the registered notifications on cancellation of the document certifying compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011), solved:

The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of foreign and mutual trade of general process "Forming and maintaining unified registers of the issued or accepted documents on assessment of conformity to requirements of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union)" in the part concerning the unified register of the issued approvals like the vehicle, approvals like the chassis, safety construction certificates of the vehicle and the registered notifications on cancellation of the document certifying compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011);

Procedure for accession to general process "Forming and maintaining unified registers of the issued or accepted documents on assessment of conformity to requirements of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union)" in the part concerning the unified register of the issued approvals like the vehicle, approvals like the chassis, safety construction certificates of the vehicle and the registered notifications on cancellation of the document certifying compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011).

2. Determine that development of technical schemes of structures of the electronic documents and data provided by the Description approved by this Decision, and ensuring their placement in the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of foreign and mutual trade are performed by department of the Eurasian economic commission which competence includes coordination of works on creation and development of the integrated information system of the Eurasian Economic Union.

3. This Decision becomes effective after 180 calendar days from the date of its official publication.

Rules of information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming and maintaining unified registers of the issued or accepted documents on assessment of conformity to requirements of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union)" in the part concerning the unified register of the issued approvals like the vehicle, approvals like the chassis, safety construction certificates of the vehicle and the registered notifications on cancellation of the document certifying compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011)

I. General provisions

1. These rules are developed according to the following acts entering the right of the Eurasian Economic Union (further - the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The decision of Board of the Euroasian economic commission of November 6, 2014 №200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of December 2, 2014 No. 225 "About approval of the Regulations on forming and maintaining the unified register of the issued approvals like the vehicle, approvals like the chassis, safety construction certificates of the vehicle and the registered notifications on cancellation of the document certifying compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011)";

The decision of Board of the Eurasian economic commission of December 9, 2014 No. 232 "About Rules of filling of forms of approval like the vehicle, approval like the chassis, the notification on cancellation of the document certifying compliance to the technical regulation, safety construction certificates of the vehicle and the certificate on vehicle compliance with the changes made to its design to safety requirements";

The decision of Board of the Eurasian economic commission of January 27, 2015 №5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of September 28, 2015 No. 125 "About approval of the Regulations on exchange of electronic documents in case of cross-border interaction of public authorities of state members of the Eurasian Economic Union among themselves and with the Eurasian economic commission".

II. Scope

2. These rules forming and maintaining unified registers of the issued or accepted documents on assessment of conformity to requirements of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union)" in the part concerning the unified register of the issued approvals like the vehicle, approvals like the chassis, safety construction certificates of the vehicle and the registered notifications on cancellation of the document certifying compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process "(TR CU 018/2011) (further respectively - general process, the unified register of documents TR CU 018/2011), including the description of the procedures performed within this general process.

3. These rules are applied by participants of general process in case of control of procedure for performing procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"authorization" - provision to certain participant of general process of the rights to accomplishment of certain actions;

"the document on assessment of conformity" - the document confirming compliance of object of technical regulation to requirements of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union) or the document issued (accepted) concerning products included in the single list of products which are subject to obligatory confirmation of conformity with issue of certificates of conformity and declarations of conformity in single form;

"unified registers of the issued or accepted documents on assessment of conformity" - the information resources consisting of national parts which forming and maintaining are provided with authorized bodies of state members of the Union.

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 № 63.

IV. Main data on general process

5. Full name of general process: "Forming and maintaining unified registers of the issued or accepted documents on assessment of conformity to requirements of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union)". General process is implemented in the part concerning the unified register of documents TR CU 018/2011.

6. Specification symbol of general process: P.TS.07, version 1.0.0.

1. Purpose and tasks of general process

7. The purpose of general process is enhancement of mechanisms of forming and representation to participants of general process of data of unified registers of the issued or accepted documents on assessment of conformity.

8. For goal achievement of general process it is necessary to solve the following problems:

a) provide the Eurasian economic commission (further - the Commission) from authorized bodies of state members of the Union (further - state members) means of the integrated information system of foreign and mutual trade (further - the integrated system) data from national parts of unified registers of the issued or accepted documents on assessment of conformity and their publication on information portal of the Union;

b) provide possibility of receipt by interested persons of data on the issued or accepted documents on assessment of conformity on information portal of the Union;

c) provide authorized bodies of state members means of the integrated system of data on the issued or accepted documents on assessment of conformity from national parts of unified registers of the issued or accepted documents on assessment of conformity;

d) provide use by participants of general process of single qualifiers and reference books.

9. The list of participants of general process is provided in table 1.

3. Structure of general process

10. General process represents set of procedures:

a) submission of the data included in national part of the unified register of documents TR CU 018/2011;

b) submission of the data changed in national part of the unified register of documents TR CU 018/2011;

c) receipt of data from national part of the unified register of documents TR CU 018/2011.

11. Within performing procedures of general process authorized bodies of state members perform forming and maintaining national parts of the unified register of documents TR CU 018/2011 and represent data from national parts of the unified register of documents TR CU 018/2011 to the Commission, and also to the requesting authorized bodies of state members. The commission processes the acquired information and provides publication of these data on information portal of the Union.

In case of performing procedures "Submission of the data included in national part of the unified register of documents TR CU 018/2011" (P.TS.07.PRC.001) and "Submission of the data changed in national part of the unified register of documents TR CU 018/2011" (authorized bodies of state members represent P.TS.07.PRC.002) to the Commission of the data from national parts of the unified register of documents TR CU 018/2011.

Submission of the specified data is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming and maintaining unified registers of the issued or accepted documents on assessment of conformity to requirements of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union)" in the part concerning the unified register of the issued approvals like the vehicle, approvals like the chassis, safety construction certificates of the vehicle and the registered notifications on cancellation of the document certifying compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011), the approved Decision of Board of the Eurasian economic commission of July 26, 2016 No. 88 (further - Regulations of information exchange between authorized bodies of state members and the Commission).

In case of accomplishment of the "Receipt of Data from National Part of the Unified Register of Documents TR CU 018/2011" procedure (P.TS.07.PRC.003) the requesting authorized body of state member receives data on the document on assessment of conformity from national part of the unified register of documents TR CU 018/2011 of other state member.

The request and submission of the specified data are performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming and maintaining unified registers of the issued or accepted documents on assessment of conformity to requirements of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union)" in the part concerning the unified register of the issued approvals like the vehicle, approvals like the chassis, safety construction certificates of the vehicle and the registered notifications on cancellation of the document certifying compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011), the approved Decision of Board of the Eurasian economic commission of July 26, 2016 No. 88 (further - Regulations of information exchange between authorized bodies of state members).

The format and structure of the data represented within performing procedures of general process shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of foreign and mutual trade of general process "Forming and maintaining unified registers of the issued or accepted documents on assessment of conformity to requirements of technical regulations of the Eurasian Economic Union (technical regulations of the Customs union)" in the part concerning the unified register of the issued approvals like the vehicle, approvals like the chassis, safety construction certificates of the vehicle and the registered notifications on cancellation of the document certifying compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011), to No. 88 approved by the Decision of Board of the Eurasian economic commission of July 26, 2016 (further - the Description of formats and structures of electronic documents and data).

Information exchange between authorized bodies of state members and the Commission, and also between authorized bodies of state members is performed with use of the integrated system. Access to data from the unified register of documents TR CU 018/2011 for interested persons is provided through information portal of the Union.

12. The provided description of structure of general process is provided in the figure 1.

13. The procedure for performing procedures of general process, including the disaggregated activity description, is given in the Section VIII of these rules.

14. The general scheme showing bonds between procedures of general process and procedure for their accomplishment is provided in this Section. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language - Unified Modeling Language) and supplied with the text description.

15. The list of procedures of general process is provided in table 2.

VI. Responsibility of participants of general process

17. Attraction to disciplinary responsibility for non-compliance with the requirements aimed at providing timeliness and completeness of transfer of the data participating in information exchange of officials and staff of the Commission is performed according to the Agreement on the Eurasian Economic Union of May 29, 2014, other international treaties and acts constituting the right of the Union, and officials and the staff of authorized bodies of the states-chlenovv compliance with the legislation of state members.

VIII. Procedures of general process

"Submission of the Data Included in National Part of the Unified Register of Documents TR CU 018/2011" procedure (P.TS.07.PRC.001)

19. The scheme of accomplishment of the "Submission of the Data Included in National Part of the Unified Register of Documents TR CU 018/2011" procedure (P.TS.07.PRC.001) is provided in the figure 2.

20. The "Submission of the Data Included in National Part of the Unified Register of Documents TR CU 018/2011" procedure (P.TS.07.PRC.001) is carried out by authorized body of state member in case of inclusion of data on the new document in national part of the unified register of documents TR CU 018/2011.

21. The first carries out transaction "Submission of data on the new document included in national part of the unified register of documents TR CU 018/2011" (P.TS.07.OPR.001) by results of which accomplishment the authorized body of state member sends to the Commission of the data on the new document included in national part of the unified register of documents TR CU 018/2011.

22. In case of receipt in the Commission of data on the new document included in national part of the unified register of documents TR CU 018/2011, transaction "Acceptance and processing of data on the new document included in national part of the unified register of documents TR CU 018/2011" is carried out (P.TS.07.OPR.002) by results of which accomplishment the Commission receives the specified data, carries out their processing and sends the notification on results of processing of data on the new document included in national part of the unified register of documents TR CU 018/2011 to authorized body of state member.

23. In case of receipt in authorized body of state member of the notification on results of processing of data transaction "Receipt of the notification on results of processing of data on the new document included in national part of the unified register of documents TR CU 018/2011" is carried out (P.TS.07.OPR.003) by results of which accomplishment the authorized body of state member which directed data performs processing of the received notification on results of processing of data.

24. In case of transaction accomplishment "Acceptance and processing of data on the new document included in national part of the unified register of documents TR CU 018/2011" (P.TS.07.OPR.002) is carried out transaction "Publication of data on the new document included in national part of the unified register of documents TR CU 018/2011, on information portal of the Union" (P.TS.07.OPR.004) by results of which accomplishment the Commission provides publication of the data included in national part of the unified register of documents TR CU 018/2011, on information portal of the Union.

25. Results of accomplishment of the "Submission of the Data Included in National Part of the Unified Register of Documents TR CU 018/2011" procedure (P.TS.07.PRC.001) inclusion of data on the new document in the unified register of documents TR CU 018/2011 and publication of the specified data on information portal of the Union are.

26. The list of the transactions of general process which are carried out within the "Submission of the Data Included in National Part of the Unified Register of Documents TR CU 018/2011" procedure (P.TS.07.PRC.001), is given in table 5.
