1. Form Council for questions of recovery and development of the world in Ukraine in structure according to appendix.

2. Approve Regulations on Council for questions of recovery and development of the world in Ukraine which are applied.

Regulations on Council for questions of recovery and development of the world in Ukraine

1. Council on questions of recovery and development of the world in Ukraine (further - Council) is the temporary facilitative branch of the Cabinet of Ministers of Ukraine formed for studying of the problematic issues connected with realization of state policy in the sphere of recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict.

2. Council in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine accepted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.

3. The main objectives of Council are:

1) assistance:

to ensuring coordination of activities central both local executive bodies and to interaction with local government bodies concerning recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict;

to accounting of public opinion by preparation of acts of the Cabinet of Ministers of Ukraine and the central executive bodies concerning recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict;

the organizations of studying and distribution of experience of foreign states in the solution of questions of recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict;

to attraction to Ukraine investments, grants, the credits for recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict;

to preparation of offers on the strategy of realization of state policy in the sphere of recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict, development and support of the territorial communities living in such territories, ensuring their social unity, and also resistance to economic and other challenges;

2) determination of ways, mechanisms and methods of the solution of the problematic issues arising in case of realization of state policy in the sphere of recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict;

3) enhancement of regulatory framework in the sphere of recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict.

4. Council according to the tasks assigned to it:

1) is carried out by the analysis of the state of affairs and origins of problems in implementation process of state policy concerning recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict;

2) is carried out by the analysis of drafts of concepts of the state target programs concerning recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict, and the state target programs developed on their basis makes to them the offers and recommendations;

3) discusses programs of local development for the purpose of conducting check of their compliance to the state target programs concerning recovery and development of the world, makes to them the offers and recommendations in case of availability;

4) is carried out by monitoring of condition of accomplishment by executive bodies of the actions provided by the report of joint mission of the European Union, the United Nations and World Bank "Assessment of ways of recovery and construction of the world in Ukraine" approved by the order of the Cabinet of Ministers of Ukraine of September 5, 2015 No. 797, including on realization of financial strategy, in particular via mechanisms of the Trust fund of many partners which is set up for Ukraine;

5) determines ways, mechanisms and methods of the solution of the problematic issues arising in case of realization of state policy in the sphere of recovery and development of the world in the territories which underwent to negative impact as a result of armed conflict;

6) participates in project development of regulatory legal acts on the questions which are within its competence;
